Theresa May’s plan to send home internationalstudents after they graduate has been quashed bychancellor George Osborne, amid warnings that themove would damage British universities andbusiness.

英國(guó)財(cái)政大臣喬治•奧斯本(George Osborne)對(duì)內(nèi)政大臣特里薩•梅(Theresa May)提出的外國(guó)留學(xué)生在畢業(yè)后必須離開(kāi)英國(guó)的議案表示反對(duì)。此前已有不少人警告稱(chēng),梅的這一提議將損害英國(guó)的大學(xué)和企業(yè)。

Ms May, home secretary, wanted the Conservativesto include the measure in their election manifesto,arguing that tougher controls were needed on non-EU students who she says are a key driverof net migration.

梅希望保守黨人將她的提議納入競(jìng)選宣言,她辯稱(chēng),需要對(duì)非歐盟學(xué)生實(shí)施更嚴(yán)格控制,因?yàn)檫@些學(xué)生是凈移民的主要組成。

 

 

Her proposal that anybody entering Britain on a student visa should be required to leave thecountry when they graduate, and have to apply for a new visa if they wanted to work in thecountry, was attacked by university and business chiefs, including Sir James Dyson.

她的提議是,任何持學(xué)生簽證進(jìn)入英國(guó)的人應(yīng)該在畢業(yè)后離開(kāi)英國(guó),如果他們希望在英國(guó)工作,則必須申請(qǐng)新的簽證。這一建議遭到大學(xué)院校和業(yè)界領(lǐng)袖的抨擊。

But senior Tory officials told the Financial Times the measure will not be included in the party’smanifesto, with Mr Osborne a leading voice in warning that the move would be damaging to theBritish economy.

英國(guó)保守黨高官告訴英國(guó)《金融時(shí)報(bào)》,此舉不會(huì)納入該黨的競(jìng)選宣言。奧斯本則警告稱(chēng),此舉將損害英國(guó)經(jīng)濟(jì)。

“We have a policy that international students can stay when they graduate if they find agraduate-level job paying £24,000 a year,” one Tory official said. “That remains the policy.”

“我們的政策是,如果國(guó)際留學(xué)生在畢業(yè)后找到一份年薪2.4萬(wàn)英鎊的工作,他們就可以留在英國(guó),”一名保守黨官員說(shuō)。“目前政策未變。”

Mr Osborne and Ms May have frequently clashed over immigration policy, a dispute oversubstance which also plays into wider tensions over the leadership ambitions of the two seniorministers.

The chancellor and David Cameron, the prime minister, both view Ms May with suspicion: theleaking of her latest initiative on immigration to the media before Christmas was seen as anattempt by the home secretary to bolster her appeal to the Tory right.

The home secretary is under pressure on immigration after failing to deliver the Tory pledge tocut net migration to “tens of thousands”: she believes that the party needs to do more toreassure voters.

梅在移民問(wèn)題上面臨壓力。此前內(nèi)政部未能兌現(xiàn)保守黨承諾:將凈移民人數(shù)減少到“數(shù)萬(wàn)人”。她認(rèn)為,該黨需要采取更多措施安撫選民。

Ms May told the Commons this week that the latest figures showed that in one year 121,000students came in from overseas and only 50,000 left. She added that by the 2020s some600,000 overseas students were expected to enter the country.

梅本周告訴眾議院,最新數(shù)據(jù)顯示,一年內(nèi)有12.1萬(wàn)海外留學(xué)生來(lái)到英國(guó),只有5萬(wàn)人離開(kāi)。她補(bǔ)充稱(chēng),到2020年代,預(yù)計(jì)將約有60萬(wàn)海外留學(xué)生進(jìn)入英國(guó)。
