朝鮮情報機構主管因侵犯人權被解職

North Korea has sacked its top security official amid claims the national intelligence agency he ran had engaged in human rights violations, including torture.

朝鮮最高安全官員遭到解職，原因是其所領導的國家情報機構被指控存在侵犯人權(包括嚴刑拷打)行為。

Kim Won Hong was dismissed as minister for state security last month following a probe by the country’s Workers’ party, the South Korean government said on Friday.

據(jù)韓國政府周五表示，朝鮮國家安全保衛(wèi)部部長金元弘(Kim Won Hong)上月接受朝鮮勞動黨(Workers’ party)調查后被解職。

Mr Kim was a close aide of North Korean leader Kim Jong Un, who defectors and experts say has doubled down on the brutal and repressive policies of his father and grandfather, the country’s two previous leaders.

金元弘是朝鮮領導人金正恩(Kim Jong Un)的親信。據(jù)叛逃人員和專家表示，比起朝鮮的兩位前任領導人，即他的父親和祖父，金正恩的殘酷鎮(zhèn)壓政策升級了一倍。

North Korea is regularly ranked among the world’s worst human rights abusers, with summary executions and torture deemed commonplace.

朝鮮經常被列為世界上侵犯人權最嚴重的國家之一，即刻處決和嚴刑拷打在這里司空見慣。

A 2014 UN inquiry found that the “gravity, scale and nature of these violations reveal a state that does not have any parallel in the contemporary world”.

2014年聯(lián)合國一項調查發(fā)現(xiàn)“這些侵犯行為的嚴重性、規(guī)模和性質揭示了一個與當前世界沒有任何相似之處的國家。”

The 72-year-old spy chief, who oversaw the country’s extensive surveillance state and network of concentration camps, was also demoted from full general to Major General.

現(xiàn)年72歲的金元弘是朝鮮情報部門主管，負責管理朝鮮無處不在的監(jiān)視活動以及集中營網絡。解職后金元弘的軍銜也從大將降級為少將。

An official for the Ministry of Unification in Seoul said it was likely more North Korean government figures would be investigated in the future, leading to growing unrest among the country’s elite.

韓國統(tǒng)一部(Ministry of Unification)一名官員表示，未來可能會有更多朝鮮政府官員接受調查，導致朝鮮權貴階層不安情緒增長。

Last week a prominent North Korean defector told reporters in Seoul that the country’s upper echelons are increasingly turning against Kim Jong Un.

上周朝鮮一位著名叛逃人士在首爾向記者表示，朝鮮上層社會越來越反對金正恩。

“We have to spray gasoline on North Korea, and let the North Korean people set fire to it,” said Thae Yong Ho, former deputy ambassador to London, arguing that the regime of Kim Jong Un would not survive.

前朝鮮駐倫敦大使太永浩(Thae Yong Ho)表示：“我們必須向朝鮮潑上汽油，讓朝鮮人民來給它點火。”他表示金正恩政權不會繼續(xù)幸存。

“The dismissal [of Kim Won Hong] appears to be aimed at easing complaints from North Koreans and showing that the leader cares for his people,” South Korea’s Yonhap news agency quoted a Seoul official as saying.

韓聯(lián)社(Yonhap)援引一名韓國政府官員的話表示，“金元弘的解職似乎旨在減輕朝鮮人民的不滿，以此表明其領導人關心他的民眾。”
