中華人民共和國(guó)和巴拿馬共和國(guó)建交

巴拿馬總統(tǒng)巴雷拉當(dāng)?shù)貢r(shí)間12日發(fā)表全國(guó)電視講話，宣布與中國(guó)建交。中國(guó)外交部長(zhǎng)王毅也在北京與巴拿馬副總統(tǒng)兼外長(zhǎng)德圣馬洛舉行會(huì)談。會(huì)談后，兩國(guó)外長(zhǎng)簽署了《中華人民共和國(guó)和巴拿馬共和國(guó)關(guān)于建立外交關(guān)系的聯(lián)合公報(bào)》。

Chinese Foreign Minister Wang Yi held a meeting in Beijing with Isabel de Saint Malo, Panama's vice president and foreign minister, and they signed a joint communique on the establishment of diplomatic relations.

中國(guó)外交部長(zhǎng)王毅在北京與巴拿馬副總統(tǒng)兼外長(zhǎng)德圣馬洛舉行會(huì)談。會(huì)談后，兩國(guó)外長(zhǎng)簽署了兩國(guó)建立外交關(guān)系的聯(lián)合公報(bào)。

According to the communique, the People's Republic of China and the Republic of Panama, in keeping with the interests and desire of the two peoples, have decided to recognize each other and establish diplomatic relations at the ambassadorial level effective from the date of signature of this communique.

公報(bào)表示，中華人民共和國(guó)和巴拿馬共和國(guó)，根據(jù)兩國(guó)人民的利益和愿望，決定自公報(bào)簽署之日起相互承認(rèn)并建立大使級(jí)外交關(guān)系。

公報(bào)主要內(nèi)容有：

兩國(guó)政府同意在互相尊重主權(quán)和領(lǐng)土完整、互不侵犯、互不干涉內(nèi)政、平等互利、和平共處的原則基礎(chǔ)上發(fā)展兩國(guó)友好關(guān)系。

The two governments agree to develop friendly relations between the two countries on the basis of the principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality, mutual benefit and peaceful coexistence.

巴拿馬共和國(guó)政府承認(rèn)世界上只有一個(gè)中國(guó)，中華人民共和國(guó)政府是代表全中國(guó)的唯一合法政府，臺(tái)灣是中國(guó)領(lǐng)土不可分割的一部分。巴拿馬共和國(guó)政府即日斷絕同臺(tái)灣的“外交關(guān)系”，并承諾不再同臺(tái)灣發(fā)生任何官方關(guān)系，不進(jìn)行任何官方往來(lái)。中華人民共和國(guó)政府對(duì)巴拿馬共和國(guó)政府的上述立場(chǎng)表示贊賞。

The Government of the Republic of Panama recognizes that there is but one China in the world, that the Government of the People's Republic of China is the sole legal government representing the whole of China, and that Taiwan is an inalienable part of China's territory. The government of the Republic of Panama severs "diplomatic relations" with Taiwan as of this day and undertakes not to have any more official relations or official exchanges with Taiwan, and the Government of the People's Republic of China appreciates this position of the Government of the Republic of Panama.

王毅表示，巴拿馬政府從國(guó)家長(zhǎng)遠(yuǎn)發(fā)展和人民根本利益出發(fā)，毅然作出承認(rèn)一個(gè)中國(guó)原則，同臺(tái)灣方面“斷交”、同中國(guó)建交的正確政治決定。中巴建交是雙方為謀求兩國(guó)人民的長(zhǎng)久福祉，遵從兩國(guó)人民的普遍意愿，共同邁出的歷史性一步。建交后，巴在政治上增加了一位值得信賴的朋友(a trustworthy friend in politics)，經(jīng)濟(jì)上增加了一個(gè)穩(wěn)定持久的合作伙伴(a stable and long-lasting partner in economy)，國(guó)際關(guān)系中增加了一份相互支持的有力依靠(strong and poerful support in international relations)。

巴拿馬副總統(tǒng)兼外長(zhǎng)德圣馬洛表示，巴拿馬高度重視中國(guó)的國(guó)際地位，同中國(guó)建交是基于巴拿馬的長(zhǎng)遠(yuǎn)和根本利益，順應(yīng)兩國(guó)人民心愿做出的戰(zhàn)略選擇和正確決定，開啟了兩國(guó)關(guān)系新篇章(it will open a new chapter for the relations between the two countries)。巴方堅(jiān)持一個(gè)中國(guó)原則，不再同臺(tái)灣發(fā)生任何官方關(guān)系。巴方將同中方在相互尊重的基礎(chǔ)上，做相互信賴的伙伴，擴(kuò)大在政治、經(jīng)濟(jì)、海事、旅游、投資、教育等各領(lǐng)域的合作(expand cooperations in politics, economy,maritime affairs, tourism, investment and education)，攜手促進(jìn)發(fā)展中國(guó)家的合作。
