很高興到訪東盟秘書(shū)處。剛才我一進(jìn)入秘書(shū)處庭院，就看到東盟國(guó)家的旗幟迎風(fēng)飄揚(yáng)，立即感受到了東盟的團(tuán)結(jié)與活力。東盟秘書(shū)處作為東盟常設(shè)機(jī)構(gòu)，為推動(dòng)?xùn)|盟共同體建設(shè)和東盟對(duì)外交流合作發(fā)揮了重要作用。我謹(jǐn)代表中國(guó)政府，向東盟秘書(shū)處各位同事，各位使節(jié)，來(lái)自智庫(kù)和媒體的朋友，以及所有關(guān)心支持中國(guó)-東盟友好合作的人士致以誠(chéng)摯的問(wèn)候和良好的祝愿!

It gives me great pleasure to visit the ASEAN Secretariat. The first thing I saw upon entering the Secretariat court was the billowing national flags of the ASEAN member states. For me that is a powerful symbol of the unity and vibrancy of ASEAN as an organization. As ASEAN’s permanent institution, the Secretariat has played an important role in promoting ASEAN community building and ASEAN’s exchange and cooperation with the rest of the world. Let me extend, on behalf of the Chinese government, warm greetings and best wishes to all colleagues of the Secretariat, to the diplomatic envoys, to friends from the think tanks and media, and to all those who have cared for and supported the friendship and cooperation between China and ASEAN.

東盟是世界上最成功的區(qū)域合作組織之一，去年剛剛慶祝了“金禧年”。半個(gè)世紀(jì)以來(lái)，東盟國(guó)家銳意進(jìn)取，團(tuán)結(jié)協(xié)作，成功將飽受戰(zhàn)亂和貧窮之苦的東南亞轉(zhuǎn)變?yōu)楹推?、穩(wěn)定、發(fā)展的綠洲，建成亞洲第一個(gè)次區(qū)域共同體，形成以東盟為中心的區(qū)域合作架構(gòu)，使東盟成為維護(hù)地區(qū)和平穩(wěn)定、促進(jìn)區(qū)域一體化和世界多極化的重要力量。東盟的發(fā)展壯大體現(xiàn)了十國(guó)的團(tuán)結(jié)、韌性、活力和力量。我對(duì)東盟的非凡成就感到欽佩，對(duì)東盟的光明前景充滿(mǎn)信心!

Celebrating its golden jubilee last year, ASEAN has been one of the most successful organizations of regional cooperation. With united and pioneering efforts over the past half a century, ASEAN countries have lifted Southeast Asia from the woes of conflict and poverty, and turned the sub-region into a land of peace, stability and development. You have established the first sub-regional community in Asia. You succeeded in setting up an ASEAN-led regional cooperation architecture and making ASEAN an important player in upholding regional peace and stability, advancing regional integration and promoting world multi-polarity. ASEAN’s progress is a testament to the unity, resilience, vitality and strength of its ten members. I admire the extraordinary achievements ASEAN has made and I am fully confident that ASEAN enjoys an even brighter future.

中國(guó)和東盟山水相連，是好鄰居、好朋友、好伙伴。中國(guó)-東盟合作的重要性已超越雙邊范疇，日益成為維護(hù)地區(qū)和平穩(wěn)定、促進(jìn)區(qū)域共同繁榮的支撐和引擎。中國(guó)始終把東盟作為周邊外交優(yōu)先方向，堅(jiān)定發(fā)展同東盟的友好合作，支持東盟共同體建設(shè)，支持東盟在區(qū)域合作中的中心地位，支持東盟在構(gòu)建開(kāi)放包容的地區(qū)架構(gòu)中發(fā)揮更大作用。今年是中國(guó)-東盟建立戰(zhàn)略伙伴關(guān)系15周年。15年來(lái)，我們講信修睦、安危與共，攜手應(yīng)對(duì)國(guó)際金融危機(jī)，成功抗擊重大自然災(zāi)害，維護(hù)了地區(qū)和平、發(fā)展與繁榮。我們聚焦民生、深化合作，共建“一帶一路”，深化人文交流，造福了地區(qū)國(guó)家和人民。

Linked by mountains and rivers, China and ASEAN are good neighbors, good friends and good partners. Our cooperation has gone far beyond the bilateral scope and has become an important force for promoting peace, stability and common prosperity in our region. Taking ASEAN as a high priority in its neighborhood diplomacy, China has been committed to growing friendship and cooperation with ASEAN, and supported ASEAN community building and ASEAN centrality in regional cooperation. China supports ASEAN in playing an even bigger role in developing an open and inclusive regional architecture.This year marks the 15th anniversary of the China-ASEAN strategic partnership. In the past 15 years, we have nurtured good-neighborly relations and built mutual trust. We stood side by side during challenging times, such as the global financial crisis and major natural disasters, and made tireless efforts to promote regional peace and common prosperity. By deepening cooperation with a people-centered approach, we have worked together to develop the Belt and Road Initiative and enhance people-to-people exchange, delivering real benefits to the countries and peoples in the region.

今年是中國(guó)改革開(kāi)放40周年，也是東盟第二個(gè)50年的起步之年。在改革開(kāi)放和東盟一體化進(jìn)程中，中國(guó)和東盟國(guó)家共同成長(zhǎng)，攜手走上發(fā)展與繁榮之路。上個(gè)月，習(xí)近平主席在博鰲亞洲論壇2018年年會(huì)上發(fā)表主旨演講，提出共創(chuàng)未來(lái)新主張，宣布擴(kuò)大開(kāi)放新舉措。中國(guó)的發(fā)展將為世界帶來(lái)新的更大機(jī)遇，東盟國(guó)家作為近鄰可謂近水樓臺(tái)，將更早更多地從中受益。中國(guó)歡迎東盟國(guó)家搭乘中國(guó)經(jīng)濟(jì)發(fā)展的快車(chē)，愿與東盟建設(shè)更為緊密的命運(yùn)共同體，共塑中國(guó)-東盟合作新未來(lái)。

This year marks the 40th anniversary of China’s reform and opening-up policy. It is also the start of the next fifty years of ASEAN. In the course of China’s reform and opening-up and ASEAN integration, China and ASEAN countries have developed side by side and together embarked on a path of growth and prosperity. In his keynote speech at the Boao Forum for Asia Annual Conference held last month, President Xi Jinping put forward the vision for building a shared future and set out a series of new measures China will take for wider opening-up. China’s development will bring greater opportunities to the world, and ASEAN countries as China’s close neighbors stand to benefit more and earlier from these opportunities. We welcome ASEAN countries to get on-board the fast train of China’s development and wishes to work with ASEAN to build a closer community with a shared future and a better tomorrow for China-ASEAN cooperation.

中國(guó)愿做共同發(fā)展的伙伴。中國(guó)愿將自身發(fā)展融于東亞整體發(fā)展之中，與東盟積極落實(shí)“3+X合作框架”，加強(qiáng)“一帶一路”倡議與東盟發(fā)展戰(zhàn)略的對(duì)接，建設(shè)瀾滄江-湄公河流域經(jīng)濟(jì)發(fā)展帶，提升同東盟東部增長(zhǎng)區(qū)合作，兼顧區(qū)域和次區(qū)域發(fā)展，增強(qiáng)地區(qū)競(jìng)爭(zhēng)力，提高民眾的獲得感和幸福感。

China is committed to be ASEAN’s partner for common development. China will pursue its own development in the broader context of a developing Asia. We will work with ASEAN to fully implement the “3+X” cooperation framework, enhance the synergy between the Belt and Road Initiative and ASEAN’s development strategies, build the economic belt in the Lancang-Mekong region, and upgrade cooperation with BIMP-EAGA. We will work to advance development at both regional and sub-regional levels to bolster regional competitiveness and deliver a more fulfilling and happy life for our peoples.

中國(guó)愿做共建和平的伙伴。中方倡導(dǎo)共同、綜合、合作、可持續(xù)的新安全觀，愿與地區(qū)國(guó)家以國(guó)際法和規(guī)則為基礎(chǔ)，打造以東盟為中心、開(kāi)放包容的亞太安全架構(gòu)。中方愿與東盟國(guó)家維護(hù)南海積極向好局面，通過(guò)友好協(xié)商妥處分歧，穩(wěn)步推進(jìn)“南海行為準(zhǔn)則”磋商，將南海打造成為和平之海、友誼之海、合作之海。

China is committed to be your partner for peace. China advocates a new vision of common, comprehensive, cooperative and sustainable security. We are ready to work with countries in the region to build an ASEAN-centered, open and inclusive security architecture in the Asia Pacific on the basis of international law and rules. China will work with ASEAN countries to preserve the positive trend in the South China Sea, properly manage differences through amicable dialogue and steadily advance COC consultations to build the South China Sea into a sea of peace, friendship and cooperation.

中國(guó)愿做開(kāi)放共贏的伙伴。中國(guó)和東盟各國(guó)都是自由貿(mào)易的受益者，維護(hù)多邊主義和國(guó)際貿(mào)易體系符合我們的共同利益。中國(guó)愿與東盟共同推動(dòng)早日達(dá)成“區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定”，建設(shè)東亞經(jīng)濟(jì)共同體，促進(jìn)貿(mào)易和投資自由化便利化，為世界經(jīng)濟(jì)注入正能量。

China is committed to be your partner for greater openness and win-win progress. Both China and ASEAN countries have benefited from free trade, and it is hence in our common interests to uphold multilateralism and the international trading system. China is ready to work with ASEAN to reach early conclusion of the Regional Comprehensive Economic Partnership (RCEP), build toward the East Asia economic community and promote trade and investment liberalization and facilitation to inject positive energy into the world economy.

中國(guó)愿做開(kāi)拓創(chuàng)新的伙伴。創(chuàng)新是引領(lǐng)發(fā)展的第一動(dòng)力。今年是中國(guó)-東盟創(chuàng)新年，與東盟主題“韌性和創(chuàng)新”高度契合。中方愿與東盟抓住新一輪科技和產(chǎn)業(yè)革命帶來(lái)的機(jī)遇，在創(chuàng)新領(lǐng)域加強(qiáng)發(fā)展戰(zhàn)略對(duì)接，在東盟推廣“互聯(lián)網(wǎng)+”、“大眾創(chuàng)業(yè)、萬(wàn)眾創(chuàng)新”經(jīng)驗(yàn)，激發(fā)經(jīng)貿(mào)合作新動(dòng)力，建設(shè)創(chuàng)新發(fā)展新高地。

China is committed to be your partner for entrepreneurship and innovation. Innovation is the primary engine for development. This year is the China-ASEAN Innovation Year, which dovetails with the ASEAN theme of “Resilience and Innovation”. China will work with ASEAN to seize the opportunities in the new round of technological and industrial revolution and synergize our development initiatives in innovation. We are also ready to share the Chinese experience on the Internet Plus model and the massive entrepreneurship and innovation initiative. These efforts will lend fresh impetus to our business cooperation and innovation-driven development.

中國(guó)愿做包容互鑒的伙伴。東盟是多民族、多文化和諧共處的榜樣。中方倡導(dǎo)的和平共處五項(xiàng)原則與協(xié)商一致、照顧彼此舒適度的“東盟方式”相互呼應(yīng)。中方將繼續(xù)尊重東盟各國(guó)的國(guó)情和發(fā)展道路，與東盟國(guó)家加強(qiáng)治國(guó)理政、發(fā)展理念、社會(huì)文化等各方面交流，合力打造“互信、互諒、互利、互助”的中國(guó)-東盟合作精神。

China is committed to be your partner in promoting inclusiveness and mutual learning. ASEAN offers a good example of different ethnic groups and cultures living side by side with each other. The Five Principles of Peaceful Co-existence China advocates resonates with the ASEAN Way of consensus building and accommodating each other’s comfort levels. China will continue to respect the national conditions and development paths of ASEAN countries, and enhance our exchanges in governance, development philosophy, society and culture to jointly foster a spirit of China-ASEAN cooperation characterized by mutual trust, mutual accommodation, mutual benefit and mutual assistance.

敢于夢(mèng)想才有希望，樂(lè)于分享才有未來(lái)。中方愿與東盟聯(lián)通夢(mèng)想，分享機(jī)遇，砥礪前行，共同譜寫(xiě)中國(guó)-東盟合作新篇章，向世界奉獻(xiàn)一個(gè)嶄新的“亞洲奇跡”!

There is hope when we dare to dream, and there is a future if we care to share. Let us forge ahead by connecting our dreams and sharing opportunities. Together, we can write a new chapter of China-ASEAN cooperation and bring to the world a new Asian miracle.
