  范文:

  Many people who live in metropolitan areas often feel that Internet not only is ubiquitous but has become indispensable in their lives. However, I cannot support the argument that government should be responsible for providing Internet service at no cost. The proposed free Internet signifies the government is allowed to ingratiate itself with one class of society at the expense of other taxpayers. Moreover, access to the Internet is simply not as critical as other traditional infrastructure needs.

  Government subsidized free Internet is a breach of fairness principle. General public should be aware of the fact that any government's Treasury Department only has a finite amount of capital that can be distributed for various public needs. Therefore, the limited amount of public funding should only be allocated in accordance with fairness principle. However, some individuals require use of the Internet more intensive others. The obvious consequence is that the former group of people will be able to utilize the advantage of free Internet; on the other hand, it is detrimental to the latter group's interest. For example, IT professionals may use internet on a 24 twenty-four hour basis in contrast to young kids who may barely touch the computer.

  Secondly, the assumption that the ability to access the Internet is synonymous with the right to freedom and as important as other infrastructure services is incorrect. There are a few infrastructure services that are essential to people's lives such as water, food and electricity. We cannot live without electricity as people may die without it. On the other hand, although Internet has been playing an important role in our daily lives, the lack of Internet service will only be a little inconvenient. Imagine a patient waiting in the emergency room; the doctor has to have electricity in order to conduct the surgery. But it is only helpful but not necessary for the same doctor to participate in online medical conferences.

  In conclusion, I think government should not assume the responsibility to offer free Internet service. People should pay for the service based on the amount of their usage.
