[00:04.71]A law professor from Iraqi-Kurdistan [00:08.44]recently had a chance to tour [00:11.43]some of the top law schools in the United States. [00:15.07]The visits were part of a program [00:18.05]at Syracuse University in New York. [00:21.14]The Civic Education and Leadership Fellows Program, [00:26.26]or CELF is founded by the State Department. [00:30.05]Academics in the social sciences [00:34.14]from the Middle East and North Africa [00:36.42]spent a few months [00:37.97]at the Maxwell School of Citizenship [00:40.85]and Public Affairs at Syracuse. [00:43.54]The academic program offers course work [00:47.62]and individual development of projects [00:50.72]to help deepen understanding of democracy [00:54.60]and democratic reform. [00:56.39]The program at Syracuse is aimed at [01:00.32]encouraging greater involvement in Civic life. [01:03.71]Nasser khalil Al-Assaf is an associate professor [01:08.23]in the College of Law and Politics [01:11.27]at Salahaddin University in Arbil. [01:14.95]While visiting the law schools, [01:17.34]he said he was impressed [01:19.74]by the amount of educational materials [01:22.97]available to students. [01:24.62]"When I visited the Yale Law School, [01:28.35]which is one of the biggest law schools in USA. [01:33.18]One of the professors took me to the library, [01:36.92]and show me the library in this school, [01:39.85]which is more than 7 floors, [01:42.94]and contain more than one million books." [01:47.02]During the visits, professor Al-Assaf [01:50.70]also observed Legal Clinics, [01:53.24]in which law students work with people who need legal aid. [01:58.07]Some legal education experts [02:01.30]would like to see law schools in the United States [02:04.59]increase practical work experience like this [02:08.57]for their students. The professor says [02:11.80]law education in Iraq [02:13.94]focuses more on reading and theory [02:17.28]than on practical work. [02:19.27]"After my visits [02:21.36]to the more than ten best law schools in USA, [02:25.90]I observed that these schools [02:29.28]focus on practical subjects through Legal Clinics. [02:34.76]The clinics in USA law schools [02:39.98]make the students more qualified [02:43.07]and make them ready to practise law [02:47.20]when they gradute from law schools." [02:50.74]He said Iraqi law students [02:53.38]often face difficulties when they graduate, [02:56.86]because they lack practical experience, [02:59.65]he noted a big difference between reading the law [03:03.98]and practising it. [03:05.93]At Syracuse, Nasser khalil Al-Assaf said [03:11.25]he has developed new ideas about legal education. [03:15.19]He created the project form when he returns home. [03:19.02]He wants to create a bridge [03:22.85]between the law school [03:25.19]and the local community in Kurdistan. [03:28.38]The project calls for students and professors [03:32.37]to volunteer in the community. [03:34.76]He said he wants to adopt the example of law students [03:39.39]working in Legal Clinics, [03:41.33]that way he says, poor people can get legal help, [03:45.86]at the same time, [03:47.10]students get more chances to practise being a lawyer.
