[00:05.16]The United States and China held two days [00:09.57]of high-level meetings in Beijing this week. [00:13.53]The talks are known as the Strategic and Economic Dialogue. [00:19.57]The two sides appeared to make little progress [00:24.39]on a number of security and economic issues. [00:29.06]U.S. Secretary of State John Kerry said on Thursday [00:33.83]that he had a "frank" discussion [00:37.78]with Chinese officials about computer security. [00:42.13]He said attacks on computer systems [00:45.88]have harmed American businesses, [00:49.78]and "threatened our nation's competitiveness." [00:54.18]U.S. officials recently brought legal action [00:58.81]against five Chinese military officials. [01:02.81]The five are now facing cyber-espionage charges. [01:08.56]China has rejected claims [01:12.01]that it is stealing information from U.S. companies. [01:16.87]It accuses the U.S. of launching [01:20.91]its own cyber attacks against China. [01:24.81]After the 2008 financial crisis, [01:29.20]huge Chinese government spending powered China's economy [01:34.61]and helped to lift other economies. [01:38.75]On Wednesday, China's finance minister said [01:43.51]that it is now time for the U.S. to drive the world economy. [01:49.69]American businesses, in turn, have criticized China [01:56.59]for restricting their activity in Chinese markets. [02:01.91]They also say the low value of Chinese money, the yuan, [02:07.75]helps Chinese exporters sell their products overseas. [02:13.75]Disputes between the two nations remain. [02:17.95]Yet many observers believe economic cooperation is very important. [02:25.25]U.S. Treasury Secretary Jack Lew attended the meetings in Beijing. [02:32.25]He later told business people that, [02:35.88]"strengthening the commercial relationships [02:39.33]remains an important test ahead of us. [02:43.34]It's a way to create economic growth and jobs in our two countries [02:50.34]and it's a way to help drive the global economy forward." [02:56.95]China's State Councilor Yang Jiechi agreed that business [03:02.89]is what he called the "backbone" of U.S.-China relationship. [03:08.72]He said, "I believe all departments [03:12.93]from our two countries' governments will pay high attention [03:17.99]to the proposals and suggestions raised by all entrepreneurs today." [03:25.49]The talks in Beijing also included on discussion [03:30.31]of Chinese territorial claims in the South China Sea. [03:35.94]The U.S. has blamed China for raising tensions in the area [03:41.88]and called its territorial claims, "problematic." [03:46.57]In the past few months, China has established an air defense zone [03:53.75]over disputed waters with Japan [03:56.81]and put an oil rig in an area claimed by Vietnam. [04:02.90]China also declared rights over waters claimed [04:08.03]by other nations in the South China Sea. [04:11.72]The U.S. pivot to Asia policy has led to new security agreements [04:19.62]with the Philippines, Japan and South Korea. [04:24.56]It also is leading to additional U.S. military forces in the area. [04:31.30]China said the U.S. policy is designed [04:35.67]to contain its rise as the main power in East Asia. [04:41.97]On Wednesday, Chinese President Xi Jinping [04:46.92]spoke at the opening of the meetings. [04:49.89]He said that, "China-U.S. confrontation, [04:53.99]to the two countries and the world, [04:56.88]would definitely be a disaster." [05:00.36]Mr. Xi asked both sides, in his words, [05:04.37]to "look far into the distance, strengthen [05:08.61]and persist on cooperation, and avoid confrontation." [05:14.58]Mr. Kerry said that the U.S. is not seeking to contain China [05:20.97]and hopes that China works to guarantee regional security. [05:25.93]"Despite our differences, [05:28.18]our two nations have the ability to find common ground. [05:32.69]That's the foundation on which we need [05:35.43]to build decades of prosperity for the future, [05:38.68]and also build possibilities of stability and peace at the same time." [05:46.15]The U.S.-China Strategic and Economic Dialogue [05:50.35]have failed to produce much substance in the past few years. [05:56.13]But they have helped reduce tension in the East Asia. [06:00.74]Stapleton Roy is a former U.S. Ambassador to China. [06:06.27]"It is very important for us to have mechanisms [06:08.70]that work and try to address the types of issues that arise [06:13.11]between two countries such as China and the United States. US, China Discuss Cyber Security, Chinese Territorial Claims

The United States and China held two days of high-level meetings in Beijingthis week. The talks are known as the Strategic and Economic Dialogue.

The two sides appeared to make little progress on a number of security andeconomic issues. U.S. Secretary of State John Kerry said on Thursday that he had a “frank” discussion with Chinese officials about computer security. He said attacks on computer systems have harmed American businesses, and “threatened our nation’s competitiveness.”

U.S. officials recently brought legal action against five Chinese militaryofficials. The five are now facing cyber-espionage charges.

China has rejected claims that it is stealing information from U.S. companies. It accuses the U.S. of launching its own cyber attacks against China.

After the 2008 financial crisis, huge Chinese government spending poweredChina’s economy and helped to lift other economies. On Wednesday,China’s finance minister said that it is now time for the U.S. to drive the worldeconomy.
