近日,在紐約聯(lián)合國(guó)總部舉行的和平建設(shè)與持久和平高級(jí)別會(huì)議上,楊紫瓊登臺(tái)發(fā)表了英文演講,為消除暴力沖突發(fā)聲,并呼吁女性和青少年積極參與到預(yù)防暴力沖突的進(jìn)程中來(lái),共同推動(dòng)建設(shè)并維護(hù)世界和平。

I now give the floor to miss Michelle Yeoh. Actress, producer and United Nations Development Program Goodwill Ambassador.

現(xiàn)在,讓我們有請(qǐng)楊紫瓊女士發(fā)表演講。她是演員、制片人,同時(shí),她也是聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署親善大使。

Mr. President Miroslav Laj?ák, excellencies. Thank you for granting me the honour to address you this morning in my role as goodwill ambassador for the UN Development Programme. Thank You, Secretary-General for sharing your inspiring Vision.

尊敬的米羅斯拉夫?萊恰克主席,各位尊貴的來(lái)賓。非常感謝授予我這份榮譽(yù),讓我今早能夠站在這里作為聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署的親善大使發(fā)表演講。感謝秘書(shū)長(zhǎng)剛剛分享的發(fā)人深省的觀點(diǎn)。

Over the past couple of years, as UNDP Goodwill Ambassador. I have met many men, women and children, who have been forced from their homes, who are struggling to make ends meet, who have been left behind. In many cases, their suffering was caused by violence, conflict or crisis. As the Secretary-General pointed out, more countries have experienced conflict over the last few years, then at any time in the past three decades.

在過(guò)去幾十年中,身為聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署的親善大使。我見(jiàn)到許多男人、女人和孩子,他們被迫背進(jìn)離鄉(xiāng),生活入不敷出,被社會(huì)所遺棄。在大多數(shù)情況下,他們的苦難來(lái)源于暴力,沖突以及災(zāi)害。正如秘書(shū)長(zhǎng)所指出的,近幾年內(nèi),越來(lái)越多國(guó)家沖突頻發(fā),數(shù)量高達(dá)過(guò)去30年內(nèi)之最。

What's more? These conflicts are becoming more drawn-out, complex and deadlier, as civilians are no longer casualties, but have become targets. An estimated 65.6 million people are now forcibly displaced from their homes primarily due to violence and conflict.

除此之外呢?這些沖突的持續(xù)時(shí)間更長(zhǎng),情形更加復(fù)雜,也更致命,老百姓不再是無(wú)辜傷亡者,而變成了襲擊目標(biāo)。預(yù)計(jì)6560萬(wàn)人如今被迫從家鄉(xiāng)撤離,而絕大多數(shù)都是因?yàn)楸┝蜎_突。

The number of refugees nearly doubled over the past decade, adding to the tragedy and heartbreak is the fact that more than half of the world's refugees are children, many of whom, who have been separated from their families.

在過(guò)去十年內(nèi),難民人數(shù)幾乎翻了一倍,而讓情況更加悲劇、更讓人痛心的真相是在全世界范圍內(nèi),超過(guò)半數(shù)的難民,其實(shí)都是孩子,他們當(dāng)中的許多人都被迫與家人分離。

If the current trend continues, by 2030, the year in which we hope to achieve the 17 sustainable development goals more than half of the world's poor will be living in countries affected by high levels of violence. Violent conflict affects men and women in very different ways.

如果目前的趨勢(shì)繼續(xù)下去,那么到2030年,本該計(jì)劃實(shí)現(xiàn)17項(xiàng)發(fā)展目標(biāo)的年份,全世界將有超過(guò)一半的貧苦人民不得不生活在那些暴力程度非常高的國(guó)家。暴力沖突,以不同的方式影響著男男女女所有人。

Too often, women and girls fall prey to sexual and gender-based violence, they become victims of human trafficking, sexual slavery and forced marriage. For children and youth, the devastating long-term effects of suffering through violence and conflict can lead to psychological trauma, and can have negative impacts on cognitive and social development.

多數(shù)情況下,婦女和女孩會(huì)遭遇性侵和針對(duì)性別的暴力行徑,她們成為人口販賣、性奴役和包辦婚姻的受害者。對(duì)于孩子和青少年來(lái)說(shuō),遭受暴力和沖突的苦痛,所帶來(lái)可怕的長(zhǎng)期影響將會(huì)導(dǎo)致精神創(chuàng)傷,也會(huì)在認(rèn)知與社交方面帶來(lái)非常負(fù)面的影響。

It can also put them at risk of perpetrating violence, or becoming victims of violence in later life. The human cost of war and violence is tragic, devastating and simply too high, But the financial costs born by the affected countries, regions, and the international communities are also enormous wide-reaching, and have long-term consequences.

Much of the efforts and resources of the international community amounting to hundreds of billions of dollars have been dedicated to responding to crisis, once they have already broken out. What we should be doing instead is preventing conflict in the first place. It could save countless lives and billions of dollars.

國(guó)際社會(huì)所付出的努力以及提供的資源,總額幾乎高達(dá)千億美元,一旦危機(jī)正式爆發(fā),這些資源都被投入到應(yīng)對(duì)危機(jī)之中。而我們應(yīng)該做的,其實(shí)是從源頭上阻止沖突的發(fā)生。這樣才能拯救無(wú)數(shù)的生命,并省下數(shù)十億美元。

The UN Charter establishes the prevention of violent conflict, as the overriding objective of the United Nations with the aim to save succeeding generations from the scourge of war. Conflict prevention is our mandate, and we need to be able to fulfill it. Rebalancing the UN's focus from reaction to prevention is at the heart of the sustaining peace agenda.

聯(lián)合國(guó)憲章頒布了阻止暴力沖突的條例,作為聯(lián)合國(guó)的首要目標(biāo),目標(biāo)便是拯救子孫后代,免于戰(zhàn)爭(zhēng)禍害,阻止沖突的發(fā)生是我們被委以的重任,我們必須要有能力實(shí)現(xiàn)它。將聯(lián)合國(guó)的工作重點(diǎn),從采取應(yīng)對(duì)措施轉(zhuǎn)移至積極預(yù)防,是維持和平議程的核心。

I thank the Secretary-General for declaring prevention, the priority of the UN. This includes not just the prevention of violent conflict, for which the concept of sustaining peace is critical, but the prevention of crisis and human suffering, including through actions, such as combating climate change and ensuring disaster preparedness.

感謝秘書(shū)長(zhǎng)正式聲明,積極預(yù)防才是聯(lián)合國(guó)的首要任務(wù)。這不僅僅只包括暴力沖突的預(yù)防,雖然暴力沖突的預(yù)防對(duì)維護(hù)和平也是非常關(guān)鍵,但我們更要宣揚(yáng),危機(jī)預(yù)防和對(duì)人類苦難的預(yù)防,包括通過(guò)各項(xiàng)行動(dòng),比如,對(duì)抗氣候變化,完善災(zāi)后準(zhǔn)備。

And we must not forget empowerment of women, the resolutions on sustaining peace place great emphasis on conflict prevention, they also underline the importance of inclusion, and the essential role women play in the process, inclusivity means staying true to the 2030 agenda pledged to leave no one behind. Inclusive and sustained peace building means the full participation of women in society, without which, neither peace nor prosperity can be assured over the long term.

Women's empowerment transforms our communities, and makes peace more sustainable. Evidence shows that peace building interventions are more effective, if they are directly tied to promoting gender equality.

女性賦權(quán)能改變我們這個(gè)社會(huì),讓和平更加長(zhǎng)久。數(shù)據(jù)顯示,只有與推動(dòng)性別平等緊密結(jié)合起來(lái),和平建設(shè)才會(huì)更加有效。

What's more? Women should be active agents in peace negotiations and peace building, not merely beneficiaries of services who need protection. The inclusion of women and women's groups in conflict resolution and peace building processes, measurably strengthens protection efforts deepens the effectiveness of peace building, and helps to ensure the sustainability of peace accords.

The UN agency I work most closely with UNDP, knows from experience that this is the most effective approach, supporting the capacity of countries to prevent violent conflict, and sustained peace, and include women in the process, is a major part of UNDP's work.

在聯(lián)合國(guó)中,與我合作最密切的聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署,從以往經(jīng)驗(yàn)中獲知,這才是最有效的方法,最大限度支持各個(gè)國(guó)家去預(yù)防暴力沖突,以及維護(hù)和平,同時(shí),讓女性參與其中,也是聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署的主要內(nèi)容。

For example in Malawi, UNDP and the UN Department of political affairs supported the government in establishing a national peace architecture, that enables women and youth to act as national conflict mediators.

比如以馬拉維為例,聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署和聯(lián)合國(guó)政治事務(wù)部支持政府建設(shè)一個(gè)國(guó)家和平構(gòu)架,讓女性和青少年作為國(guó)家沖突的調(diào)解人。

Gender equality contributes to durable peace and sustainable development. Systematic disparities between women and men in the economic social and political sectors stand in the way of sustainable development and durable peace. Women need to be engaged in all spheres of social life, and their priorities must inform the agenda for sustainable development.

性別平等,有助于更持久的和平以及可持續(xù)發(fā)展。女性和男性之間,在經(jīng)濟(jì)、社會(huì)和政治領(lǐng)域所面臨的差距阻礙了可持續(xù)發(fā)展和持久和平的發(fā)展步伐。女性必須參與到社交生活的方方面面,女性權(quán)益收到重視,必將不斷鞭策可持續(xù)發(fā)展。

Conflict prevention, early recovery from crisis, lasting peace and resilience, to make this a reality, necessary funds and resources need to be allocated to advance gender equality, and women's empowerment, especially in peace-building context.

沖突預(yù)防、危機(jī)爆發(fā)后盡快恢復(fù)、實(shí)現(xiàn)持久和平適應(yīng)復(fù)蘇,要讓這一切成為現(xiàn)實(shí),就必須獲得必要的資金和資源,從而推動(dòng)行唄平等以及女性權(quán)利,尤其在和平建設(shè)的大環(huán)境下。

Promoting both the empowerment of women and maintenance of peace and inclusive societies are key elements of the 2030 agenda for sustainable development. UNDP and other UN agencies have made women's empowerment and sustainable development the center piece of their efforts to help, support and promote peaceful justice and inclusive societies.

推廣女性賦權(quán),進(jìn)行和平維護(hù),拖動(dòng)包容性社會(huì),是2030可持續(xù)發(fā)展議程的重要元素。聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署以及其他聯(lián)合國(guó)機(jī)構(gòu),讓女性權(quán)利以及可持續(xù)發(fā)展成為聯(lián)合國(guó)幫助支持、推廣和平公正和包容性社會(huì)的重心。

UN agencies have been undertaking such prevention focused initiatives in many parts of the world. For instance, thanks to a few presence in nearly 170 countries and the breadth of his technical expertise, UNDP is able to provide tailored and integrated support to Nations and their leadership in many areas, including the rule of law, access to justice, Human Rights, elections, constitutional processes. local governance, sustainable livelihoods and climate adaptation.

The fundamental premise of the recently released UN World Bank pathways for peace report is that we simply cannot achieve the 17 sustainable development goals without addressing and preventing conflict. In fact, the sustainable development goals provide a blueprint to help to eliminate the root causes of violence and unrest. Building and sustaining peace sits at the very core of the United Nations being.

聯(lián)合國(guó)和世界銀行,近期共同發(fā)布的"通往和平的道路"報(bào)告,指出一個(gè)基本前提那就是,如果我們無(wú)法解決和防止沖突,我們將無(wú)法輕易實(shí)現(xiàn)17個(gè)可持續(xù)發(fā)展目標(biāo)。事實(shí)上,可持續(xù)發(fā)展的目標(biāo)為從根本上消除暴力和動(dòng)亂繪制了藍(lán)圖。建設(shè)和維護(hù)和平是每一位聯(lián)合國(guó)人的工作核心。

If we are to save succeeding generations from the scourge of war, sustainable development is imperative. But development is neither achievable nor sustainable in the absence of peace. It is critical that we work in concert tours attaining both sustainable peace and sustainable development.

如果我們想讓自己的子孫后代免受戰(zhàn)爭(zhēng)災(zāi)害,那么,可持續(xù)發(fā)展就勢(shì)在必行。但是沒(méi)有和平,發(fā)展是無(wú)法實(shí)現(xiàn),也無(wú)法持續(xù)的。因此關(guān)鍵在于,我們要以巡回活動(dòng)的方式,來(lái)共同實(shí)現(xiàn)可持續(xù)和平以及可持續(xù)發(fā)展。

As we know, UN member states carry the key responsibility to achieve and sustain peace. Realizing lasting peace is a long-term endeavor that involves building resilient institutions, securing economic transformation and addressing inequalities and grievances that can lead to conflict.

眾所周知,聯(lián)合國(guó)成員承擔(dān)著至關(guān)重要的責(zé)任來(lái)實(shí)現(xiàn)和維護(hù)和平。認(rèn)識(shí)到,要實(shí)現(xiàn)持久和平,就必須通過(guò)長(zhǎng)期努力,需要建設(shè)有彈性的機(jī)構(gòu),保障經(jīng)濟(jì)轉(zhuǎn)型,解決會(huì)導(dǎo)致沖突的不平等及不滿。

We must recognize that this process can take years and even decades, and we need to give the UN system the time, space and resources to pursue such long-term strategies that yield lasting results. Let's focus this high-level meeting, on how we can work together to strengthen the UN's abilities to deliver on its mandate, to eradicate the root causes of conflict, prevent the escalation of violence, bring about lasting peace, and leave no one behind. Thank You!
