The State Opening of Parliament is an event which formally marks the beginning of a session of the Parliament of the United Kingdom. It includes a speech from the throne known as the Queen's Speech (or King's Speech).
國會開幕大典標志著一屆國會會期正式開始。英國在位君主在儀式上發(fā)表演講,稱為女王演講(或國王演講)。
It takes place in the House of Lords chamber, usually in May or June, in front of both Houses of Parliament.
國會開幕大典通常是5月或6月在上議院舉行,議會兩院都會參加。
State Opening is the main ceremonial event of the parliamentary calendar, attracting large crowds and a significant television and online audience. It begins with the Queen's procession from Buckingham Palace to Westminster, escorted by the Household Cavalry.
開幕大典是英國國會日程中一項重要的儀式活動,吸引了大批圍觀群眾以及電視和網(wǎng)絡觀眾。儀式開始時,首先由女王騎兵護送女王的儀仗隊從白金漢宮前往威斯敏斯特宮。

The Queen's Speech is delivered by the Queen from the Throne in the House of Lords. Although the Queen reads the Speech, it is written by the government. It contains an outline of its policies and proposed legislation for the new parliamentary session.

Her Majesty chose a royal blue ensemble to make her speech, with a matching hat featuring seven flowers - each with a small round centre - which some believe resemble the stars on the blue background of the EU flag.

另一位網(wǎng)友則戲稱:“很顯然,女王打扮成了歐盟旗幟的樣子,我賭她投了留歐。帽子真可愛”
甚至連歐洲議會英國脫歐主要談判代表伏思達(Guy Verhofstadt)也發(fā)現(xiàn)了兩者的相似性,這位比利時政客發(fā)推特稱:
“顯然,歐盟仍然鼓舞著某些英國人。”
不過據(jù)英國《每日郵報》網(wǎng)站報道,事實上,女王此次著裝低調、儀式一切從簡是因為許多客觀原因。
The pomp and ceremony of the Queen's Speech was toned down, partly due to the snap election meaning it has been arranged at late notice.

This year's ceremony was scaled down because it is taking place just four days after the Trooping the Colour and it was deemed infeasible for the military to stage two major events in such a short period.

It means the Queen travelled to and from the Palace of Westminster by car rather than by carriage.

With the loss of the procession and the carriage used to take the Regalia - the Imperial state crown, the Cap of Maintenance and Great Sword of State - to the Palace of Westminster, it is understood the decision was taken to scale back other ceremonial elements, such as the Queen's attire.
由于沒有儀仗隊和馬車護送王權的象征——帝國皇冠、堅忍之冕和國家之劍前往威斯敏斯特宮,所以簡化儀式的其他元素,比如女王的著裝,也是情有可原的。
