中共中央辦公廳印發(fā)《2019-2023年全國黨員教育培訓(xùn)工作規(guī)劃》，要求各地區(qū)各部門從2019年開始，用5年時(shí)間，把全體黨員普遍輪訓(xùn)一遍。黨員教育培訓(xùn)的重點(diǎn)是堅(jiān)定理想信念、增強(qiáng)黨性觀念、提升能力素質(zhì)。

The General Office of the Communist Party of China Central Committee has published a work plan for strengthening education and training of Party members. Starting from 2019, a five-year education campaign will be launched to ensure that all CPC members will receive Party training focusing on strengthening their ideals, sense of Party consciousness and competence, according to the plan.

黨員教育培訓(xùn)是黨的建設(shè)基礎(chǔ)性經(jīng)常性工作。黨的十八大以來，按照黨中央部署要求，各地區(qū)各部門各單位在深入開展全黨集中學(xué)習(xí)教育的同時(shí)，明顯加大黨員教育培訓(xùn)力度，不斷提高黨員隊(duì)伍素質(zhì)能力，為推進(jìn)黨和國家事業(yè)發(fā)展提供了重要保證。習(xí)近平總書記指出，“我們黨依靠學(xué)習(xí)創(chuàng)造了歷史，更要依靠學(xué)習(xí)走向未來”。面對(duì)當(dāng)今世界百年未有之大變局，在統(tǒng)籌推進(jìn)偉大斗爭、偉大工程、偉大事業(yè)、偉大夢想，全面建設(shè)社會(huì)主義現(xiàn)代化國家的新征程上，迫切需要全黨掀起大學(xué)習(xí)的熱潮，切實(shí)加強(qiáng)和改進(jìn)黨員教育培訓(xùn)，進(jìn)一步提高黨的領(lǐng)導(dǎo)水平和執(zhí)政水平，確保黨始終成為中國特色社會(huì)主義事業(yè)的堅(jiān)強(qiáng)領(lǐng)導(dǎo)核心。

2019年5月13日中共中央政治局召開會(huì)議，決定從今年6月開始，在全黨自上而下分兩批開展“不忘初心、牢記使命”主題教育。這次主題教育要貫徹守初心、擔(dān)使命，找差距、抓落實(shí)的總要求，達(dá)到理論學(xué)習(xí)有收獲、思想政治受洗禮、干事創(chuàng)業(yè)敢擔(dān)當(dāng)、為民服務(wù)解難題、清正廉潔作表率的目標(biāo)。

開展主題教育，要讓廣大黨員、干部在接受紅色教育中守初心、擔(dān)使命，把革命先烈為之奮斗、為之犧牲的偉大事業(yè)奮力推向前進(jìn)。

Education on red traditions should make Party members and officials remain true to the original aspiration and undertake their mission, and strive to advance the great cause that the martyrs fought and sacrificed themselves for.

黨支部要擔(dān)負(fù)好直接教育黨員、管理黨員、監(jiān)督黨員和組織群眾、宣傳群眾、凝聚群眾、服務(wù)群眾的職責(zé)，引導(dǎo)廣大黨員發(fā)揮先鋒模范作用。

Party branches should fulfill their responsibilities for directly guiding, managing, and overseeing their members and for organizing, communicating with, uniting, and serving the people. They should encourage their members to play an exemplary role.
