中國(guó)英語能力等級(jí)量表與托福成績(jī)對(duì)接結(jié)果發(fā)布

中國(guó)教育部考試中心與美國(guó)教育考試服務(wù)中心(ETS)12月11日在京聯(lián)合發(fā)布托福iBT考試成績(jī)對(duì)接中國(guó)英語能力等級(jí)量表研究成果。

China's Standards of English Language Ability, or CSE, the country's first standards for English proficiency, have been linked to the Test of English as a Foreign Language, which will further promote the international integration of China's foreign language assessment system, according to education authorities.

教育管理部門表示，中國(guó)英語能力等級(jí)量表與托?？荚嚦煽?jī)對(duì)接將進(jìn)一步推動(dòng)我國(guó)外語評(píng)價(jià)體系的國(guó)際融合。

對(duì)接結(jié)果顯示了托福iBT考試閱讀、聽力、口語、寫作等各部分及總分對(duì)應(yīng)量表的相關(guān)等級(jí)。

By linking TOEFL test scores to the CSE, for example, a minimum overall score of 37 in TOEFL is equal to CSE Level 4, with the minimum scores of 4 in listening, 7 in reading, 13 in speaking and 13 in writing.

中國(guó)英語能力等級(jí)量表與托?？荚嚦煽?jī)對(duì)接后，托?？偡肿畹头?7分(聽力4分、閱讀7分、口語和寫作各13分)相當(dāng)于中國(guó)英語能力等級(jí)量表中的四級(jí)。

中國(guó)教育部考試中心于涵副主任表示，

"The linking is of great significance because it enhances the international influence of the country's foreign-language assessment system and promotes the international integration of educational standards," he said, adding that it will help Chinese schools and test takers better understand the requirements of international tests and the meaning of their scores.

中國(guó)英語能力等級(jí)量表與托?？荚嚦煽?jī)對(duì)接對(duì)提升我國(guó)語言能力標(biāo)準(zhǔn)的國(guó)際影響力，推動(dòng)教育技術(shù)標(biāo)準(zhǔn)的國(guó)際對(duì)接具有重要意義。該研究結(jié)果有助于中國(guó)學(xué)生、學(xué)校及考試使用者更好地了解國(guó)際考試的要求及成績(jī)含義。

美國(guó)教育考試服務(wù)中心托福項(xiàng)目總經(jīng)理穆罕默德-庫沙(Mohammad Kousha)表示，

The linking results would be of value to policy makers at educational institutions, test takers and test assessors such as schools and employers.

托福iBT考試成績(jī)與中國(guó)英語能力等級(jí)量表對(duì)接研究結(jié)果將對(duì)教育機(jī)構(gòu)、考試人員，以及學(xué)校和雇主等考試評(píng)價(jià)人員在制定政策時(shí)提供參考。

什么是托?？荚?

托福考試(Test of English as a Foreign Language)，英文簡(jiǎn)稱TOEFL，這里提到的iBT意思是internet-based test，即“網(wǎng)考”，于2006年起在中國(guó)實(shí)施，當(dāng)時(shí)被業(yè)界稱為“新托福”或者“托福網(wǎng)考”。與此前的托福考試相比，新托福增加了口語測(cè)試，采用整體評(píng)分的科學(xué)評(píng)分體系和取自于真實(shí)學(xué)術(shù)語言環(huán)境的語料庫。

托?？荚嚳疾閼?yīng)試者運(yùn)用及理解大學(xué)水平英語的能力(ability to use and understand English at the university level)，并評(píng)估應(yīng)試者綜合運(yùn)用閱讀、聽力、口語及寫作技能完成學(xué)術(shù)任務(wù)的能力(how well you combine your reading, listening, speaking, and writing skills to perform academic tasks)。

托?？荚嚦煽?jī)被全球150多個(gè)國(guó)家的多所高校以及機(jī)構(gòu)所認(rèn)可，在美國(guó)、英國(guó)、加拿大、澳大利亞和新西蘭等英語國(guó)家具有廣泛認(rèn)可度。自1964年以來，全球已有超過3500萬考生參加過托福考試(more than 35 million people from all over the world have taken the TOEFL test)。聯(lián)合國(guó)駐華機(jī)構(gòu)和外企及合資企業(yè)在招聘職員時(shí)，國(guó)際貨幣基金組織在評(píng)價(jià)雇員的英語水平時(shí)，也都采用托?？荚嚦煽?jī)。

什么是中國(guó)英語能力等級(jí)量表(China's Standards of English Language Ability，CSE)?

為促進(jìn)中國(guó)外語教育改革與發(fā)展，培養(yǎng)具有國(guó)際視野、熟練運(yùn)用外語、通曉國(guó)際規(guī)則的新時(shí)代人才，國(guó)務(wù)院在《關(guān)于深化考試招生制度改革的實(shí)施意見》中提出加強(qiáng)“外語能力測(cè)評(píng)體系建設(shè)”的明確要求。

其中，研制中國(guó)英語能力等級(jí)量表是外語能力測(cè)評(píng)體系建設(shè)的重要任務(wù)。量表是首個(gè)面向中國(guó)學(xué)習(xí)者的英語能力標(biāo)準(zhǔn)，于2018年2月由教育部、國(guó)家語言文字工作委員會(huì)正式發(fā)布，其英譯版于2018年12月1日正式發(fā)布。

量表依據(jù)中國(guó)英語學(xué)習(xí)者能力的實(shí)證研究數(shù)據(jù)，同時(shí)充分考慮各學(xué)段的需求，將中國(guó)英語學(xué)習(xí)者和使用者的英語語言能力從低到高分為一至九個(gè)等級(jí)，歸為基礎(chǔ)、提高、熟練三個(gè)階段。能力分處三個(gè)階段的學(xué)習(xí)者和使用者，分別稱為初級(jí)學(xué)習(xí)者和使用者(elementary stage)、中級(jí)學(xué)習(xí)者和使用者(intermediate stage)、高級(jí)學(xué)習(xí)者和使用者(advanced stage)。

能力描述框架包括語言理解能力(language comprehension)、語言表達(dá)能力(language expression)、語用能力(pragmatic ability)、語言知識(shí)(linguistic knowledge)、翻譯能力(translation and interpreting)和語言使用策略(language use strategies)等方面的描述框架。
