國(guó)務(wù)院近日召開常務(wù)會(huì)議，部署進(jìn)一步多措并舉做好穩(wěn)就業(yè)工作，要求大力支持靈活就業(yè);更好地促進(jìn)殘疾人就業(yè);用法治手段治理農(nóng)民工工資拖欠頑疾。

China will take robust and multi-pronged measures to ensure that employment remains stable. The government will scale up support for flexible employment, boost job opportunities for people with disabilities, and tackle the stubborn issue of wage arrears affecting migrant workers with legal means. A host of steps was decided upon at the State Council's executive meeting.

就業(yè)是民生之本、財(cái)富之源。通過(guò)多方采取措施，今年我國(guó)就業(yè)形勢(shì)總體平穩(wěn)，全年城鎮(zhèn)新增就業(yè)預(yù)期目標(biāo)提前實(shí)現(xiàn)。但當(dāng)前國(guó)內(nèi)外風(fēng)險(xiǎn)挑戰(zhàn)增多，穩(wěn)就業(yè)壓力加大。要更大力度實(shí)施就業(yè)優(yōu)先政策，在積極擴(kuò)內(nèi)需、穩(wěn)外貿(mào)帶動(dòng)就業(yè)擴(kuò)大的基礎(chǔ)上，進(jìn)一步完善促進(jìn)就業(yè)的舉措。

一是各地要著眼穩(wěn)就業(yè)大局，出臺(tái)更多支持新增就業(yè)崗位的措施，抓緊清理取消不合理限制靈活就業(yè)的規(guī)定。二是加大力度援企穩(wěn)崗。將階段性降低失業(yè)保險(xiǎn)和工傷保險(xiǎn)費(fèi)率、失業(yè)保險(xiǎn)穩(wěn)崗返還及職工在崗培訓(xùn)補(bǔ)貼政策延續(xù)實(shí)施1年。三是深入推進(jìn)職業(yè)技能提升行動(dòng)，加強(qiáng)職業(yè)培訓(xùn)基礎(chǔ)能力建設(shè)。組織城鄉(xiāng)未繼續(xù)升學(xué)初高中畢業(yè)生、20歲以下登記失業(yè)人員參加技能培訓(xùn)，并按規(guī)定給予培訓(xùn)補(bǔ)貼，對(duì)其中農(nóng)村學(xué)員和困難家庭成員再給予生活費(fèi)補(bǔ)貼。四是完善就業(yè)托底保障。允許城鄉(xiāng)勞動(dòng)者在常住地進(jìn)行失業(yè)登記。

【重要講話】

就業(yè)是最大的民生。要堅(jiān)持就業(yè)優(yōu)先戰(zhàn)略和積極就業(yè)政策，實(shí)現(xiàn)更高質(zhì)量和更充分就業(yè)。大規(guī)模開展職業(yè)技能培訓(xùn)，注重解決結(jié)構(gòu)性就業(yè)矛盾，鼓勵(lì)創(chuàng)業(yè)帶動(dòng)就業(yè)。提供全方位公共就業(yè)服務(wù)，促進(jìn)高校畢業(yè)生等青年群體、農(nóng)民工多渠道就業(yè)創(chuàng)業(yè)。

Employment is pivotal to people’s wellbeing. We must give high priority to employment and pursue a proactive employment policy, striving to achieve fuller employment and create better quality jobs. We will launch vocational skills training programs on a big scale, give particular attention to tackling structural unemployment, and create more jobs by encouraging business startups. We will provide extensive public employment services to open more channels for college graduates and other young people as well as migrant rural workers to find jobs and start their own businesses.
