近日，中共中央印發(fā)了《中國共產(chǎn)黨國有企業(yè)基層組織工作條例(試行)》。條例明確了中國共產(chǎn)黨國有企業(yè)基層組織機(jī)構(gòu)設(shè)置，主要職責(zé)、黨的領(lǐng)導(dǎo)與公司治理、黨員教育、政治建設(shè)、黨內(nèi)民主與監(jiān)督、組織領(lǐng)導(dǎo)與保障。

The Communist Party of China Central Committee has issued a trial regulation on the work at primary-level Party organizations of State-owned enterprises (SOEs). The regulation have specified the setup of primary-level Party organizations in SOEs, their main duties, Party leadership and corporate governance, Party member education, political building, intraparty democracy and oversight as well as organizational leadership and guarantee.

研究制定《中國共產(chǎn)黨國有企業(yè)基層組織工作條例(試行)》，是深入貫徹習(xí)近平新時(shí)代中國特色社會(huì)主義思想、貫徹落實(shí)新時(shí)代黨的建設(shè)總要求和新時(shí)代黨的組織路線、堅(jiān)持和加強(qiáng)黨對國有企業(yè)的全面領(lǐng)導(dǎo)、提高國有企業(yè)黨的建設(shè)質(zhì)量的重要舉措，對于完善中國特色現(xiàn)代企業(yè)制度，增強(qiáng)國有經(jīng)濟(jì)競爭力、創(chuàng)新力、控制力、影響力、抗風(fēng)險(xiǎn)能力，做強(qiáng)做優(yōu)做大國有資本，具有十分重要的意義。

國有企業(yè)是中國特色社會(huì)主義的重要物質(zhì)基礎(chǔ)和政治基礎(chǔ)，是黨執(zhí)政興國的重要支柱和依靠力量。要切實(shí)加強(qiáng)黨對國有企業(yè)的全面領(lǐng)導(dǎo)，從組織上、制度上、機(jī)制上確保國有企業(yè)黨組織的領(lǐng)導(dǎo)地位，充分發(fā)揮企業(yè)黨委(黨組)把方向、管大局、保落實(shí)的領(lǐng)導(dǎo)作用。要堅(jiān)持中國特色現(xiàn)代企業(yè)制度改革方向，把加強(qiáng)黨的領(lǐng)導(dǎo)和完善公司治理統(tǒng)一起來，把黨的領(lǐng)導(dǎo)融入公司治理各環(huán)節(jié)，把企業(yè)黨組織內(nèi)嵌到公司治理結(jié)構(gòu)之中，明確和落實(shí)黨組織在公司法人治理結(jié)構(gòu)中的法定地位，確保國有企業(yè)黨委(黨組)領(lǐng)導(dǎo)作用發(fā)揮組織化、制度化、具體化。要加強(qiáng)企業(yè)干部隊(duì)伍建設(shè)，著力建設(shè)對黨忠誠、勇于創(chuàng)新、治企有方、興企有為、清正廉潔的高素質(zhì)專業(yè)化國有企業(yè)領(lǐng)導(dǎo)人員隊(duì)伍。

要加強(qiáng)企業(yè)、農(nóng)村、機(jī)關(guān)、事業(yè)單位、社區(qū)等各領(lǐng)域黨建工作，推動(dòng)基層黨組織全面進(jìn)步、全面過硬。

Efforts should be made to enhance the Party's organizations in enterprises, rural areas, governments, public institutions and urban communities. The Party’s grassroots-level organizations should be improved.

黨的基層組織是確保黨的路線方針政策和決策部署貫徹落實(shí)的基礎(chǔ)。要以提升組織力為重點(diǎn)，突出政治功能，把企業(yè)、農(nóng)村、機(jī)關(guān)、學(xué)校、科研院所、街道社區(qū)、社會(huì)組織等基層黨組織建設(shè)成為宣傳黨的主張、貫徹黨的決定、領(lǐng)導(dǎo)基層治理、團(tuán)結(jié)動(dòng)員群眾、推動(dòng)改革發(fā)展的堅(jiān)強(qiáng)戰(zhàn)斗堡壘。

Primary-level Party organizations do the groundwork to ensure the Party’s lines, principles, policies, decisions, and plans are implemented. We will work to ensure that primary-level Party organizations in enterprises, villages, Party and government departments, schools, research institutes, sub-districts, communities, and social organizations play a key role in communicating the Party’s propositions, carrying out the Party’s decisions, overseeing community-level social governance, uniting and mobilizing the people, and promoting reform and development.
