中共中央總書記、國家主席、中央軍委主席習近平11月14日在江蘇省南京市主持召開全面推動長江經(jīng)濟帶發(fā)展座談會并發(fā)表重要講話。他強調(diào)，要譜寫生態(tài)優(yōu)先綠色發(fā)展新篇章，打造區(qū)域協(xié)調(diào)發(fā)展新樣板，構(gòu)筑高水平對外開放新高地，塑造創(chuàng)新驅(qū)動發(fā)展新優(yōu)勢，繪就山水人城和諧相融新畫卷。

President Xi Jinping called for efforts to write a new chapter in prioritizing ecological conservation and boosting green development, create a new model for regional coordinated development, create a new height for high-level opening-up, foster advantages in innovation-led development, and draw a new painting featuring harmony between nature, the people and the cities. Xi, also general secretary of the CPC Central Committee and chairman of the Central Military Commission, made the remarks on Nov 14 in Nanjing, Jiangsu province, at a symposium he chaired on comprehensively advancing the development of the Yangtze River Economic Belt.

長江是中華民族的母親河，也是中華民族發(fā)展的重要支撐。推動長江經(jīng)濟帶發(fā)展是黨中央作出的重大決策，是關系國家發(fā)展全局的重大戰(zhàn)略。從上游重慶到中游武漢，再到下游南京，圍繞推動長江經(jīng)濟帶發(fā)展，習近平總書記先后3次召開座談會并發(fā)表重要講話，明確提出“共抓大保護，不搞大開發(fā)”，為長江經(jīng)濟帶發(fā)展指路定向、擘畫藍圖。

“十四五”規(guī)劃和二〇三五年遠景目標建議提出：推動綠色發(fā)展，促進人與自然和諧共生。堅持綠水青山就是金山銀山理念，堅持尊重自然、順應自然、保護自然，堅持節(jié)約優(yōu)先、保護優(yōu)先、自然恢復為主，守住自然生態(tài)安全邊界。深入實施可持續(xù)發(fā)展戰(zhàn)略，完善生態(tài)文明領域統(tǒng)籌協(xié)調(diào)機制，構(gòu)建生態(tài)文明體系，促進經(jīng)濟社會發(fā)展全面綠色轉(zhuǎn)型，建設人與自然和諧共生的現(xiàn)代化。

長江經(jīng)濟帶覆蓋沿江11省市，橫跨我國東中西三大板塊，人口規(guī)模和經(jīng)濟總量占據(jù)全國“半壁江山”，生態(tài)地位突出，發(fā)展?jié)摿薮?，應該在踐行新發(fā)展理念、構(gòu)建新發(fā)展格局、推動高質(zhì)量發(fā)展中發(fā)揮重要作用。

【重要講話】

要在嚴格保護生態(tài)環(huán)境的前提下，全面提高資源利用效率，加快推動綠色低碳發(fā)展，努力建設人與自然和諧共生的綠色發(fā)展示范帶。

We should comprehensively improve the efficiency of resource utilization and accelerate green and low-carbon development on the premise of strictly protecting the ecological environment, and build the region into a demonstration area that advances green development and promotes harmonious coexistence between human and nature.
