In this idiom, no talking is necessary at all. If oneperson asks a personal question, for example, andthe other person turns away without answering, thisbody language is an answer in itself. To "turn one's back on" another person is a very rude wayto refuse to answer. However, we can also use this idiom even without any body language. Tosay "Fred turned his back on me" may simply mean that Fred refused to help.
