Q: On January 31, French, German and UK Foreign Ministers announced the creation of the Instrument for Supporting Trade Exchanges for Iran in a joint statement. What is your comment?

答：中方高度贊賞歐洲國家為維護(hù)伊核協(xié)議做出的努力，支持建立對伊朗“貿(mào)易結(jié)算支持機(jī)制”。這充分體現(xiàn)了歐方堅(jiān)持多邊主義的決心。中方堅(jiān)定支持歐方與伊朗繼續(xù)合作，推動(dòng)該機(jī)制盡快運(yùn)作起來，并對第三方開放，促進(jìn)國際社會與伊朗正常經(jīng)貿(mào)合作。我們也堅(jiān)定支持歐盟牽頭維護(hù)伊核協(xié)議的政治和外交努力。

A: The Chinese side highly appreciates these efforts made by the European countries in upholding the JCPOA and supports the creation of the Instrument for Supporting Trade Exchanges (INSTEX). This showcases the European side’s determination to safeguard multilateralism. China supports their efforts in sustaining cooperation with Iran, getting INSTEX up and running at an early date, and opening it to third parties to promote normal economic and trade cooperation between the international community and Iran. We also firmly support the EU’s leading role in upholding the JCPOA through political and diplomatic means.

中方一貫主張，伊核協(xié)議是多邊主義重要成果，也是聯(lián)合國安理會核可的國際協(xié)議，應(yīng)當(dāng)?shù)玫饺?、有效?zhí)行。這有利于中東和平穩(wěn)定及國際核不擴(kuò)散體系，符合國際社會共同利益。我們希望相關(guān)各方都能從大局和長遠(yuǎn)出發(fā)，堅(jiān)持政治外交解決方向，共同維護(hù)這份協(xié)議。

China maintains that the JCPOA, as an important outcome of multilateralism endorsed by the United Nations Security Council, should be implemented in a comprehensive and effective way. This will serve peace and stability in the Middle East, the international nuclear non-proliferation regime and the common interests of the international community. We hope that all relevant parties could view it from an overall and long-term perspective, stick to the direction of political and diplomatic settlement, and work together to uphold the JCPOA.

問：我有兩個(gè)問題。第一，中方是否曾經(jīng)或正與委內(nèi)瑞拉反對派領(lǐng)導(dǎo)人瓜伊多或其他反對派人士接觸？第二，是否擔(dān)憂瓜伊多上臺后會同中方重新談判雙方合作項(xiàng)目，或者拒絕償付尚未償還的委對華債務(wù)？

Q: I have two questions. First, is the Chinese government now in contact or has it had any contact in the past with Venezuela’s opposition leader Juan Guaido or any of his associates? And the second question is, is China concerned that if Guaido takes power, his government will try to renegotiate or refuse to pay Venezuela’s outstanding debt to China?

答：關(guān)于第一個(gè)問題，中方近期多次闡述對委內(nèi)瑞拉局勢的立場，我就不重復(fù)了。這里我只強(qiáng)調(diào)一點(diǎn)，中方就委內(nèi)瑞拉局勢通過不同方式與各方保持密切溝通，愿同各方相向而行，勸和促談，共同努力為委內(nèi)瑞拉問題妥善解決創(chuàng)造有利條件。

A: Regarding your first question, China has made clear its position on the situation in Venezuela. So instead of repeating it here, I’d like to stress that the Chinese side has been in close communication with all parties in various ways on the situation in Venezuela. We stand ready to work with all parties to promote peace talks and create favorable conditions for the proper settlement of this issue.

至于你關(guān)心的債務(wù)問題，中委關(guān)系是正常的國與國關(guān)系。兩國務(wù)實(shí)合作由來已久，一直本著平等互利、共同發(fā)展和商業(yè)化原則進(jìn)行，完全合法合規(guī)，無論局勢怎么變化，都不應(yīng)該受到任何損害。中方將本著平等互利、合作共贏、共同發(fā)展的原則，持續(xù)推進(jìn)同委內(nèi)瑞拉各領(lǐng)域交流與合作。

As for the debt issue you asked about, China-Venezuela relations are normal state-to-state relations. Our practical cooperation has been long-standing and is based on equality, mutual benefit, common development and commercial principles. It complies with laws and regulations and should be above any harm no matter how the situation may evolve. Upholding the principle of equality, mutual benefit, win-win cooperation and common development, China will continue to boost its exchanges and cooperation with Venezuela in various fields.

問：美總統(tǒng)特朗普稱貿(mào)易談判代表萊特希澤和財(cái)長姆努欽將于2月中旬赴華磋商，日期是否已經(jīng)確定？特朗普總統(tǒng)和習(xí)近平主席將在什么時(shí)候會晤？地點(diǎn)是在中國嗎？

Q: President Trump said that US Trade Representative Lighthizer and Treasury Secretary Mnuchin will come to China in mid-February for talks. Can you tell us if the dates are set? Also, when will President Xi and President Trump meet? Will that be in China?

A: To answer your first question, during this round of trade talks, the two sides agreed on the timetable and roadmap for the next-step consultations. As for the specific arrangements you asked about, including the dates, I would refer you to the competent authority.

On your second question, we noted that President Trump said that he looks forward to another meeting with President Xi Jinping. As President Xi Jinping said in his message to President Trump, he also hopes to keep in close contact with President Trump in various ways.

Q: You just said that China is maintaining close contact with all parties. Are we to understand from that you have been in touch with the opposition leader in Venezuela?

A: As I just said, China maintains close communication with all parties through various means on the Venezuelan situation.

問：據(jù)報(bào)道，美國跨黨派國會議員提名伊力哈木·土赫提為今年的諾貝爾獎(jiǎng)候選人。中方對此有何評論？

Q: It is reported that US lawmakers on both sides of the political aisle have nominated Ilham Tohti for the Nobel peace prize. What is your comment?

答：伊力哈木·土赫提犯有分裂國家罪，其所作所為意在分裂國家，煽動(dòng)仇恨，為暴恐正名，這在任何國家都是不被允許的。國際社會應(yīng)認(rèn)清是非曲直。

A: Ilham Tohti is convicted of dismembering the nation. What he did was meant to split the country, stoke hatred and justify violence and terrorism, which cannot be condoned in any country. The international community should have a clear understanding of this.

問：烏拉圭和墨西哥本周宣布將于2月7日在蒙得維的亞舉行關(guān)于委內(nèi)瑞拉局勢會議。據(jù)說十多個(gè)國家和國際組織代表將出席會議。中方是否會參加會議？如果是，誰會代表中方出席？

Q: Uruguay and Mexico announced earlier this week that they are going to organize a conference on the Venezuelan issue on February 7th in Montevideo. They also said that the conference will involve more than ten countries and international organizations. I wonder if China is going to attend the conference? If yes, who is going to represent China there?

答：中方注意到有關(guān)動(dòng)向。我們多次呼吁各方通過和平對話方式，推動(dòng)委內(nèi)瑞拉問題盡快找到政治解決方案。我愿重申，中方愿同各方一道，共同為此作出努力。

A: We have noted relevant developments. China has for many times called on relevant parties to engage in peaceful dialogues to find a political solution to the Venezuelan issue as soon as possible. I would like to reiterate China’s readiness to work with all parties towards this end.

問：我想再問一個(gè)關(guān)于委內(nèi)瑞拉的問題。已經(jīng)自稱是“臨時(shí)總統(tǒng)”的委內(nèi)瑞拉反對派領(lǐng)導(dǎo)人說，放棄承認(rèn)馬杜羅政權(quán)，轉(zhuǎn)而承認(rèn)他的政府對包括中國在內(nèi)的委內(nèi)瑞拉債權(quán)國有利。中方對此有何評論？

Q: One more question on Venezuela. The opposition leader, self-proclaimed “interim president”, said that changing recognition to his government away from Maduro would benefit Venezuela’s creditors, including China. Do you have a comment on his remarks?

答：我剛才在回答記者提問時(shí)已經(jīng)說了，中委之間的合作本著平等互利、共同發(fā)展和商業(yè)化原則進(jìn)行，合法合規(guī)。無論局勢怎么變化，中委之間的合作都不應(yīng)該受到任何損害。

A: When answering an earlier question, I said that China-Venezuela cooperation is based on equality, mutual benefit, common development and commercial principles and abides by laws and regulations. No matter how the situation evolves, China-Venezuela cooperation should not be undermined.

問：正在舉行的中日安全對話目前談得怎么樣？中方對對話成果有何期待？

Q: How is the current China-Japan Security Dialogue going on? What outcomes does China expect from it?

答：昨天我已經(jīng)回答了關(guān)于中日安全對話的提問。此次中日安全對話以及中日外交當(dāng)局定期磋商期間，中日雙方將就中日關(guān)系、兩國國防安全政策及共同關(guān)心的國際和地區(qū)問題廣泛深入交換意見。

A: Yesterday I answered a question on the China-Japan Security Dialogue. As far I as I know, during this dialogue and the regular consultation between the diplomatic authorities of the two sides, China and Japan will have an extensive and in-depth exchange of views on bilateral relations, policies on national defense and security, and global and regional issues of mutual interest.
