AFP: US Attorney General William Barr said China is engaged in an economic blitzkrieg and an aggressive campaign to seize commanding heights of the global economy and overtake US. He warned that China would take advantage of globalization to spread its political ideology. I wonder if China has any comments or response on this?

 

華春瑩：近段時期以來，美方多名高官針對中國進行無端指責，都是老調(diào)重彈，歪曲事實，轉(zhuǎn)移視線，世人其實已看透了這套把戲。我不想一一批駁，今天作個總體回應(yīng)。

Hua Chunying: Recently many US senior officials have been attacking China with groundless criticism. They are merely following a threadbare script to distort facts and deflect attention. The world has seen through their tricks. I won’t go through their allegations one by one. The following will be able to cover all of them.

 

很多人關(guān)注當前中美關(guān)系，擔心中美關(guān)系惡化。有中國學者表示，美方正在為中美關(guān)系惡化踩油門，而中方在努力踩剎車。

Lately there has been much attention on China-US relations with many concerned about the prospects of a deteriorating turn. I note the following comment from an academic: the US is pressing the accelerator to trash China-US relations, while China is putting the brakes on it.

 

的確，美方一些人出于意識形態(tài)偏見，不遺余力把中國渲染成對手甚至敵人，變本加厲地抹黑攻擊中國，不擇手段地圍追堵截中國，把正常人文交流政治化，把經(jīng)貿(mào)科技合作武器化，把“攻擊中國”作為解決自己國內(nèi)政治問題的“萬能藥”。這些人為了一己政治私利，不惜綁架美國國內(nèi)民意、不惜綁架中美關(guān)系、不惜綁架國際秩序，甚至到了喪失理智、走火入魔的地步。這種飲鴆止渴的短視行為，正在對美國自身和世界造成嚴重傷害。

Indeed, some in the US, driven by ideological bias, have been sparing no effort to paint China as a rival or even adversary, smear and attack China, and encircle and contain its development. They have been politicizing normal people-to-people and cultural exchange, and weaponizing economic, trade and tech cooperation. Simply put, attacking China is their panacea to deal with every domestic political issue. Galvanized solely by self-interest, they won’t even hesitate to hold domestic public opinion, China-US relations and international order hostage. Possessed by such evil, they are on the brink of losing their mind. Their short-sighted act of drinking poison to quench thirst is causing great harm to the US and the world.

 

美國作為世界上擁有最發(fā)達、最先進醫(yī)療技術(shù)和資源的國家，已經(jīng)成為世界上疫情最嚴重、感染和死亡人數(shù)都最多的國家。近日美國4名前疾控中心主任共同發(fā)聲，指出美政府正在將科學問題前所未有地高度政治化。就連美國頂級疾控專家福奇也遭到甩鍋攻擊。正如大家所看到的，華盛頓正在上演現(xiàn)實版《紙牌屋》，代價是人民的生命，社會的分裂。這是美國人民的不幸。

With its most advanced and cutting-edge medical technology and resources, the US still managed to make itself the most seriously hit country in the world by COVID-19 with the highest number of infected and fatal cases. Just the other day four former US CDC directors spoke up against the unprecedented politicization of science issues in the country. Even Dr. Anthony Fauci, leading expert and director of the US National Institute of Allergy and Infectious Diseases, has been targeted by blame-shifting. A real-life House of Cards is on in Washington, with people’s lives and social cohesion at stake. This is the American people’s misfortune.

 

中國從來無意挑戰(zhàn)或者取代美國，無意與美國全面對抗。我們最關(guān)心的是提高本國人民的福祉，最重視的是實現(xiàn)中華民族的復興，最期待的是世界的和平穩(wěn)定。燕雀安知鴻鵠之志。那些聲稱中國想超越美國成為超級大國、聲稱中國試圖推翻現(xiàn)有規(guī)則體系的人，顯然是以己度人，是對中國戰(zhàn)略意圖的嚴重誤判和誤讀。

China never intends to challenge or replace the US, or have full confrontation with it. What we care most about is to improve the livelihood of our people. What we deem as the most important is to realize the renewal of the Chinese nation. And what we hope for most is to maintain peace and stability of the world. The US has underestimated China’s noble aspirations. Those claiming that China seeks to “surpass the United States as the world’s preeminent superpower” and to “overthrow the rules-based international system” are judging us based on their own pattern. That’s serious misjudgment of China’s strategic intentions.

 

中國對美政策沒有變化，我們愿意本著善意和誠意發(fā)展中美關(guān)系。中美關(guān)系穩(wěn)定發(fā)展不僅符合中美兩國和兩國人民根本利益，也是維護世界和平、穩(wěn)定與發(fā)展的需要，同時這也是中美作為世界第一大和第二大經(jīng)濟體以及安理會常任理事國應(yīng)有的大國責任和擔當。

China’s foreign policy on the US remains unchanged. We are willing to grow China-US relations with goodwill and sincerity. A stable China-US relationship not only serves the fundamental interests of the two peoples, but is also necessary for upholding world peace and stability. It is also our due responsibility as the world’s top and second largest economies and UN Security Council permanent members.

 

當然，中美關(guān)系保持穩(wěn)定發(fā)展需要中美雙方相向而行，需要雙方各自尊重彼此核心利益和重大關(guān)切，需要各自尊重國際法和國際規(guī)則，需要開展平等的對話協(xié)商。中國作為一個獨立自主的國家，我們有權(quán)利維護自身的主權(quán)、安全、發(fā)展利益，有權(quán)利保衛(wèi)中國人民艱苦奮斗獲得的勞動成果，有權(quán)利拒絕任何針對中國的霸凌和不公，有權(quán)利反擊美方對中國的惡意誹謗和抹黑攻擊。

To achieve that goal, China and the US must work in the same direction, respect each other’s core interests and major concerns, follow international law and international rules, and engage in equal-footed dialogue and consultation. As an independent country, China has every right to uphold its sovereignty, security and development interests, safeguard the achievements that the Chinese people have made through hard work, reject any bullying and injustice imposed on it, and counter malicious slandering and vilifying attacks by the US.

 

王毅國務(wù)委員前不久在中美智庫媒體論壇致辭中，就推動中美關(guān)系走出當前困境、重回正軌提出了三點建議，包括激活和開放所有對話渠道、梳理和商定交往的清單、聚焦和展開抗疫合作。我們希望美方能夠回歸理性，能夠構(gòu)建更為客觀冷靜的對華認知，制定更為理性務(wù)實的對華政策，像個負責任的大國一樣行事，對得起本國人民，也經(jīng)得起歷史的評判。

State Councilor Wang Yi, when addressing the China-US Think Tanks Media Forum, made three propositions on how to set things right and get China-US relations back on the right track: to activate and open all the channels of dialogue; to review and agree on the lists of interactions; and to focus and cooperate on COVID-19 response. We hope the US can return to rationality, adopt a more objective and cool-headed perspective towards China, formulate more rational and practical China policies, and act like a responsible major country to live up to its people’s mandate and stand the test of history.

 

對于連日來美方在涉華問題上的種種污蔑攻擊，我想起蘇軾的一句詞：莫聽穿林打葉聲，何妨吟嘯且徐行。

In response to the recent smears and criticism against China by Pompeo and other US politicians, the following lines from a poem by Su Shi came to my mind: “Defying the rain hitting the leaves through the woods, I sing and walk ahead at my own pace.”

 

日本經(jīng)濟新聞記者：中國海洋調(diào)查船在日本“沖之鳥島”附近“專屬經(jīng)濟區(qū)”持續(xù)進行活動。日本政府規(guī)定必須事先獲得同意，已就此向中方提出照會。你能否介紹中方在上述海域進行活動有什么理由？

Nikkei: Japan said a Chinese ship conducted marine research activity in the exclusive economic zone near “Okinotori Island” without prior approval from the Japanese government, and it has protested to China over this. Can you tell us the reason for China’s sustained activities in the relevant waters?

 

華春瑩：理由非常簡單。根據(jù)《聯(lián)合國海洋法公約》，沖之鳥是礁不是島，不能擁有專屬經(jīng)濟區(qū)和大陸架。日本單方面主張沒有法律依據(jù)。中方科考船在該海域作業(yè)是行使公?？瓶甲杂?，不需要得到日方許可。

Hua Chunying: The reason is simple. According to the UNCLOS, Okinotori is not an island, but rocks which shall have no EEZ or continental shelf. Japan’s unilateral claim has no legal basis. The Chinese research ship operating in the relevant waters is entitled to freedom of scientific research at high seas. They can do it freely and they do not need to get any approval from the Japanese side.

 

澎湃新聞記者：針對有報道稱特朗普政府正考慮對所有中國共產(chǎn)黨員實施簽證限制，美國國務(wù)卿蓬佩奧接受采訪稱，美國想確保用符合美國傳統(tǒng)的方式做這件事，總統(tǒng)和我們的團隊正在研究許多設(shè)想。白宮發(fā)言人稱，對于中國，我們所有選項都在桌面上。請問中方對此有何回應(yīng)？

The Paper: When asked in an interview about the Trump administration considering putting travel bans on all members of the Chinese Communist Party, US Secretary of State Mike Pompeo said that the US government is thinking about pushing back against China and the President and their team are working their way through this. The White House spokesperson said that “we keep every option on the table with regard to China”. Do you have any comment?

 

華春瑩：昨天美國媒體這一報道在中國民眾間引發(fā)了很大反應(yīng)。很多民眾紛紛在網(wǎng)上表示“我是共青團員”、“我是少先隊員”,還有人表示“就美國現(xiàn)在這樣，請我去我都不去”。

Hua Chunying: We noted that Chinese people have reacted strongly to yesterday’s reports that the US government is weighing travel restrictions on all CPC members. Many say that they are Chinese Communist Youth League members and Young Pioneers, and some others say they don’t even care to go to the US as it has come to where it is today.

 

美國官方還沒有出來澄清這是不是Fake News。如果屬實，美方就是選擇公然與14億中國人民作對，公然站到世界五分之一人口的對立面。這完全違背中美兩國人民的意愿和21世紀潮流，非常荒唐。

The US government hasn’t clarified if the reports are true. If they are indeed true, the US is in fact standing in opposition to the 1.4 billion Chinese people, who account for one fifth of the world’s total population, and is ridiculously acting in contrary to the wishes of the Chinese people and its own people.

 

美方應(yīng)該知道，中國共產(chǎn)黨領(lǐng)導是中國特色社會主義最本質(zhì)的特征。正是在中國共產(chǎn)黨領(lǐng)導下，中國人民贏得了獨立、自由和解放，而且在國家建設(shè)和發(fā)展進程中不斷取得偉大成就。實踐已經(jīng)證明，中國特色社會主義道路不僅使14億中國人民擺脫了貧困落后，也讓中華民族再次為人類進步事業(yè)作出了重大貢獻。任何國家、任何人、任何勢力都沒有任何資格否定中國人民選擇的、已經(jīng)被實踐證明是正確的道路，更沒有能力阻擋中國堅定不移沿著中國特色社會主義道路繼續(xù)前進。

The leadership of the CPC is the defining nature of socialism with Chinese characteristics. It is under the leadership of the CPC that the Chinese people achieved independence, freedom and liberation, and continuously made enormous progress in national development. Practices have proven that the path of socialism with Chinese characteristics has lifted 1.4 billion Chinese people out of poverty and backwardness, another major contribution the Chinese nation has made to the cause of human progress. No country, individual or force has any right to negate this path that is chosen by the Chinese people and proven correct by facts. China will unswervingly and unstoppably forge ahead along the path of socialism with Chinese characteristics.

 

至于美國是選擇開放包容，還是選擇關(guān)閉大門，自我孤立，這是應(yīng)該由美國人民、美國政府作出的選擇。世界都在拭目以待。

As to whether the US will remain open and inclusive, or choose to isolate itself behind a locked door from the outside world, this is a choice left to the US people and government. The world is watching as it makes a choice.

 

新華社記者：有媒體稱，今年一季度中國經(jīng)濟深受新冠肺炎疫情沖擊，但上半年中國國民經(jīng)濟逐步復蘇態(tài)勢日益明顯，中國國家統(tǒng)計局數(shù)據(jù)顯示第二季度GDP同比增長3.2%。媒體認為這顯示中國已經(jīng)成功控制住了疫情，下半年中國經(jīng)濟反彈勢頭將更強。你對此有何評論？

Xinhua News: Some media say that although China’s economy was deeply impacted by the COVID-19 epidemic, its national economy has shown a growing trend of recovery in the first half of this year. China’s GDP grew by 3.2 percent year-on-year in the second quarter, according to data from the National Bureau of Statistics. They believe that it is a sign that China has successfully brought the epidemic under control and the Chinese economy is going to rebound more strongly in the next six months this year. Do you have any comment?

 

華春瑩：昨天中國國家統(tǒng)計局發(fā)布了上半年中國經(jīng)濟運行情況數(shù)據(jù)，國務(wù)院新聞辦也舉行了相關(guān)新聞發(fā)布會。我注意到外國媒體對此也非常關(guān)注。

Hua Chunying: You may have all noted that the National Bureau of Statistics yesterday released the data about China’s economic performance in the first six months and the Information Office of the State Council recently held a press conference on that. I noticed it caught a lot of attention from foreign media too.

 

二季度中國經(jīng)濟增長由負轉(zhuǎn)正，主要指標恢復性增長，經(jīng)濟運行穩(wěn)步復蘇，市場預期總體向好，成績來之不易。這得益于我們及時有效控制疫情，統(tǒng)籌推進疫情防控和經(jīng)濟社會發(fā)展，體現(xiàn)了綜合實施宏觀經(jīng)濟政策的成效，彰顯出中國經(jīng)濟的強大韌性和發(fā)展?jié)摿?。事實證明，中國經(jīng)濟經(jīng)受住了疫情大考，穩(wěn)中向好、長期向好的基本面沒有改變。

The Chinese economy in the second quarter has returned to positive territory after reporting negative growth. Main indicators have resumed growth, the economy is steadily recovering and the market expectations are generally positive. These hard-won outcomes are the results of our endeavor to bring the epidemic under control timely and effectively, coordinate epidemic prevention efforts and socio-economic development. They manifest the effectiveness of the implementation of macroeconomic policy in a comprehensive manner and the strong resilience and potential of China’s economy. Facts have shown that the Chinese economy has stood the test of the epidemic and the fundamentals sustaining sound and steady economic growth remain unchanged.

The resumption of steady growth in China’s economy is good news to world economy. Since COVID-19 broke out, we have actively conducted anti-epidemic international cooperation by offering aid including money and goods to over 150 countries and international organizations as strong support to their epidemic response. We have fully advanced resumption of work and production and accelerated the recovery of regular life and work, making positive contributions to stabilizing global industrial and supply chains. We have continued to expand opening-up and promoted external trade and cooperation. In June, China’s total trade in goods registered a 5.1% growth year on year, with imports up by 6.2%, which has boosted the total demand of the world and promoted international development. Some authoritative international institutions are optimistic about the prospect of China’s economy and they predict that China may be the only major economy able to maintain positive growth for this year and will inject confidence and driving force into the recovery of global economy.

 

當前，全球疫情仍在擴散蔓延，疫情對世界經(jīng)濟的沖擊仍在演變發(fā)展，中國經(jīng)濟發(fā)展仍面臨不少挑戰(zhàn)。我們愿同各方加強宏觀經(jīng)濟政策協(xié)調(diào)，就疫情防控、復工復產(chǎn)等加強合作，攜手建設(shè)開放型世界經(jīng)濟，為推動世界經(jīng)濟早日走出衰退、實現(xiàn)平穩(wěn)復蘇作出不懈努力。

The pandemic is still spreading around the world with its impact on world economy still unfolding. China’s economy remains to be under enormous challenges. 香港中評社記者：美國務(wù)卿蓬佩奧接受采訪時稱，美國政府比中國政府在道德上更優(yōu)越，給予人民更多自由。中方對此有何評論？

China Review News: US Secretary of State Pompeo said in a recent interview that the U.S. government is morally superior to Beijing, saying that the US secures infinitely more freedom for its citizens. Do you have any comment?

 

華春瑩：是這樣嗎？這很像穿著新裝的“皇帝”，完全沉浸在自己的世界里。請美國先給弗洛伊德和非裔美國人呼吸的自由吧。

Hua Chunying: Is that so? He’s like the “emperor in his imaginary new clothes”, completely immersed in his own world. Please give Floyd and other African Americans the freedom to breathe first.

 

日本共同社記者：據(jù)報道，美國政府將從8月13日起實施《國防授權(quán)法》，禁止美政府從任何使用華為、中興等五家中國公司產(chǎn)品的企業(yè)購買產(chǎn)品或服務(wù)。中方對此有何評論？

Kyodo News: It is reported that the US administration will put in force the National Defense Authorization Act from August 13, prohibiting the US government from purchasing products or services from any company that uses the products of five Chinese companies, including Huawei and ZTE. What is China’s comment?

 

華春瑩：我剛才已經(jīng)全面闡明了中方對美方近期一系列涉華言行的看法。在華為等中國企業(yè)問題上，美方?jīng)]有任何證據(jù)可以證明他們對美國家安全構(gòu)成威脅。華為最大的“錯”就是它是中國的，就是它在5G領(lǐng)域比美國更先進。美國似乎容不得任何其他國家有比他更好的東西存在，所以以莫須有的罪名、濫用國家力量打壓華為等中國企業(yè)。這是一種經(jīng)濟霸凌行徑，是對美國一貫標榜的市場經(jīng)濟原則的公然否定。世界各國對此看得非常清楚。

Hua Chunying: I have just made clear China’s view on the recent statements and actions of the US government. On the issue of Huawei, the US has not a single piece of evidence that Huawei poses a threat to its national security. Huawei is a Chinese company, more advanced than its US peers in 5G sector, and that’s where the US believes it has got wrong. The US cannot tolerate anything better than it, so it has abused its state power to oppress Huawei on trumped-up charges. This is economic bullying, a blatant rejection of the market economy principles that the US has always prided itself on. The world sees this very clearly.

 

我們敦促美方停止泛化國家安全概念，停止對中國的蓄意抹黑指責，停止對中國特定企業(yè)的無理打壓，為中國企業(yè)在美正常經(jīng)營提供公平、公正、非歧視的環(huán)境。美國企業(yè)希望中方為其提供公平、公正、非歧視環(huán)境，但他們也應(yīng)將心比心想一想，有哪個國家的企業(yè)像中國華為等企業(yè)一樣，在美國遭到如此不公平、無理和蠻橫對待？我認為有正義感的國家和人士都應(yīng)該站出來大聲呼吁。

We urge the US side to stop abusing the concept of national security, stop slandering China and unjustifiably oppressing certain Chinese companies, and provide a fair, just and non-discriminatory environment
