今年是聯(lián)合國成立75周年，中方將于9月26日與聯(lián)合國經(jīng)社事務部和開發(fā)計劃署合作舉辦減貧與南南合作高級別視頻會議。國務委員兼外交部長王毅將出席并主持會議。

As we mark the 75th anniversary of the UN this year, China will host together with the United Nations Department of Economic and Social Affairs and Development Programme a high-level video conference on poverty alleviation and South-South cooperation on September 26. State Councilor and Foreign Minister Wang Yi will attend and chair the meeting.

 

總臺央視記者：據(jù)了解，中方近日同阿拉伯國家聯(lián)盟舉行了中國應對新冠肺炎疫情對經(jīng)濟影響經(jīng)驗視頻研討會，你是否可以介紹具體情況？

CCTV: China and the League of Arab States (LAS) recently held a webinar on “China’s experience in responding to the economic impact of COVID-19”. Can you give us more details?

 

汪文斌：9月23日，中國同阿拉伯國家聯(lián)盟舉行中國應對新冠肺炎疫情對經(jīng)濟影響經(jīng)驗視頻研討會，外交部中阿合作論壇事務大使、中國駐埃及大使兼常駐阿盟代表、阿盟助理秘書長及阿盟秘書處、阿拉伯勞工組織、阿拉伯農(nóng)業(yè)發(fā)展組織、阿拉伯數(shù)字經(jīng)濟聯(lián)盟、聯(lián)合國貿(mào)發(fā)會議投資與項目部等機構代表近百人出席。中方專家詳細介紹了中國統(tǒng)籌推進疫情防控和經(jīng)濟社會發(fā)展工作相關經(jīng)驗，并就中國在就業(yè)、貿(mào)易、投資、能源、通信、農(nóng)業(yè)、制造業(yè)等各領域采取的復工復產(chǎn)舉措回答阿方提問。阿方感謝中方專家分享經(jīng)驗，紛紛表達同中國團結合作的強烈愿望。阿方表示，中國經(jīng)濟增長由負轉(zhuǎn)正，為阿拉伯國家?guī)韽姶笮判摹?

Wang Wenbin: On September 23, China and the LAS held a webinar on “China’s experience in responding to the economic impact of COVID-19”. Nearly 100 delegates attended the event, including Ambassador for China-Arab States Cooperation Forum (CASCF) Affairs of the Ministry of Foreign Affairs, Chinese Ambassador to Egypt and Permanent Representative to the LAS, Assistant Secretary-General of the LAS and representatives of the LAS Secretariat, the Arab Labor Organization, the Arab Organization for Agricultural Development, the Arab Federation for Digital Economy, and UNCTAD Investment and Enterprise. Chinese experts shared in detail experience in coordinating epidemic prevention and control and economic and social development, and answered questions on China’s measures to resume work and production in employment, trade, investment, energy, communications, agriculture, manufacturing and other fields. The Arab side thanked the Chinese experts for the experience-sharing and expressed their strong wish for solidarity and cooperation with China, noting that by achieving positive economic growth, China has injected strong confidence in Arab countries.

 

今年7月，中阿雙方以視頻形式成功召開中阿合作論壇第九屆部長會。習近平主席在賀信中指出：“當前形勢下，中阿雙方比以往任何時候都更需要加強合作、共克時艱、攜手前行?！边@次視頻研討會是落實部長會成果系列舉措之一。面對疫情，中國同阿拉伯國家開展了卓有成效的抗疫合作，雙方復工復產(chǎn)和務實合作也取得積極進展。中國政府援助巴勒斯坦拉馬拉市學校項目一期工程順利完工，埃及同華為積極探討智能電網(wǎng)建設，中方承建的卡塔爾超大型戰(zhàn)略蓄水池完工投入運營，中國政府在海外第一所全日制學校在迪拜成功創(chuàng)立。

In July this year, the two sides successfully held the 9th CASCF ministerial meeting through videolink. President Xi Jinping pointed out in his congratulatory message that “against the current backdrop, it is more important than ever for the two sides to strengthen cooperation to overcome difficulties and move forward hand in hand.” This webinar is one of a series of measures to implement the outcomes of the ministerial meeting. In the face of COVID-19, China and Arab countries have conducted fruitful anti-epidemic cooperation and made progress in resuming work and production and practical cooperation. For example, the first phase of a school project in Ramallah, Palestine was completed with the assistance of the Chinese government. Egypt has been discussing smart power grid construction with Huawei. Qatar’s mega strategic reservoir project undertaken by the Chinese side has been completed and put into operation. The Chinese government also opened its first full-time school overseas in Dubai.

 

下階段，中方愿同阿方一道落實好論壇部長會成果，繼續(xù)根據(jù)阿方需要提供力所能及的支持和幫助。

Going forward, China stands ready to work with the Arab side to implement the outcomes of the CASCF ministerial meeting and continue providing support and assistance to Arab countries as needed to the best of its capacity.

Xinhua News Agency: As you just announced, State Councilor and Foreign Minister Wang Yi will attend and chair the high-level virtual meeting on poverty alleviation and South-South cooperation. Why does China decide to host this meeting at this moment? And what do you hope to achieve through it?

 

汪文斌：今年是聯(lián)合國成立75周年，也是聯(lián)合國可持續(xù)發(fā)展議程通過5周年。當前，新冠肺炎疫情在全球蔓延，世界經(jīng)濟陷入深度衰退，2030年議程落實遭遇重挫，全球高達7000萬至1億人可能重陷極端貧困。在此背景下，各方要堅定維護多邊主義，堅定支持以聯(lián)合國為核心的多邊體系，鞏固全球發(fā)展伙伴關系，團結合作戰(zhàn)勝疫情，共同加快落實2030年議程。為此，中方與聯(lián)合國有關機構在聯(lián)合國成立75周年系列高級別會議期間合作舉辦減貧與南南合作高級別視頻會議，邀請全球有代表性的發(fā)展中國家參加，就抗疫合作、減貧與南南合作、加強共建“一帶一路”與2030年議程對接等議題深入交換意見。

Wang Wenbin: This year marks the 75th anniversary of the UN as well as the fifth anniversary of the adoption of the UN Agenda for Sustainable Development. With a pandemic spreading across the world and a global economy in deep recession, implementation of the 2030 Agenda has experienced major setbacks and as many as 70 million to 100 million people may slide back into extreme poverty. Against such a backdrop, it is critical for all sides to firmly uphold multilateralism, support the UN-centered multilateral system, consolidate the global development partnership, vanquish the virus through solidarity and cooperation, and step up implementation of the 2030 Agenda. To this end, China and relevant UN departments decide to host the high-level video-conference on poverty alleviation and South-South cooperation as the UN is holding a series of high-level meetings to mark its 75th anniversary. Representative developing countries are invited to attend to exchange ideas on anti-virus cooperation, poverty alleviation, South-South cooperation and dovetailing BRI and the 2030 Agenda.

 

中方期待同與會各方共同努力，推動會議取得積極成果，進一步凝聚國際社會團結合作共識，為減少并最終消除貧困、深化南南合作、推動落實2030年議程提供新動能。

China looks forward to working with other sides for a fruitful conference, which will further consolidate international consensus of solidarity and cooperation and provide new impetus for eliminating and eventually eradicating poverty, deepening South-South cooperation, and implementing the 2030 Agenda.

Reuters: The commander of the Anderson Air Force Base on the US Pacific island of Guam yesterday labeled a Chinese air force video, which seemed to show a simulated attack on the facility, as propaganda designed to coerce and antagonize the US side. Does the foreign ministry have any comment?

深圳衛(wèi)視記者：據(jù)報道，受新冠肺炎疫情影響，今年的亞太經(jīng)合組織領導人非正式會議將首次以視頻方式舉行。臺灣當局表示將積極爭取由蔡英文視頻參與。請問對此有何評論？

Shenzhen TV: According to some reports, this year’s APEC Economic Leaders’ Meeting will be held virtually for the first time. Taiwan authorities have said they would strive for Tsai Ing-wen’s participation. I wonder if you have a comment?

 

汪文斌：中國臺北在一個中國原則下以地區(qū)經(jīng)濟體身份參與亞太經(jīng)合組織。無論亞太經(jīng)合組織領導人非正式會議以何種方式舉行，中國臺北派代表參與必須符合亞太經(jīng)合組織相關諒解備忘錄和慣例。這是中國臺北參與亞太經(jīng)合組織的重要政治前提。在這個問題上，我們的立場十分明確、堅定，任何方面都不要抱有幻想。臺灣當局企圖借機做文章、搞“突破”完全是徒勞的。

Wang Wenbin: Chinese Taipei participates in APEC in the capacity of regional economy under the one-China principle. No matter what form the APEC Economic Leaders’ Meeting may take, Chinese Taipei’s participation must comply with relevant APEC MOU and well-established practice. This is a key political precondition for the region’s participation in APEC. Our position on this issue is clear and firm. No one shall harbor any illusions. It is completely futile for Taiwan authorities to attempt to take advantage of the occasion to maneuver a “breakthrough”.

 

鳳凰衛(wèi)視記者：9月23日，英國《自然》雜志發(fā)表社論指出，生物多樣性的持續(xù)喪失和生態(tài)系統(tǒng)的持續(xù)退化對人類福祉和生存產(chǎn)生了深遠影響，中國保護生物多樣性的寶貴經(jīng)驗值得世界傾聽。請問中方將如何同國際社會開展生物多樣性方面的經(jīng)驗交流與合作？

Phoenix TV: An editorial by Nature published on September 23 pointed out that continued biodiversity loss and the ongoing degradation of ecosystems are having profound consequences of human wellbeing and survival, and China has valuable experiences on protecting biodiversity that the world needs to hear about. How will China conduct experience-sharing and cooperation with the world in this area?

 

汪文斌：中國政府堅持綠色發(fā)展理念，將生態(tài)文明建設置于同經(jīng)濟、社會、文化等方面建設同等重要的位置，高度重視生物多樣性保護。我們先后出臺40多項文件，持續(xù)加大生態(tài)空間保護力度，著力加強生態(tài)保護和恢復，為生物多樣性保護提供堅實法律和政策保障。過去十年間（2009年—2019年），中國共完成造林面積7130.7萬公頃，成為同期全球森林資源增長最多的國家。全球2000年—2017年新增的綠地面積中，四分之一以上都來自中國，中國對全球綠化增量的貢獻居于全球首位。

Wang Wenbin: The Chinese government upholds the concept of green development and gives equal priority to ecological development alongside economic, social, cultural and other enterprises, with high importance attached to biodiversity protection. We’ve rolled out more than 40 documents on strengthening ecospace protection, ecological conservation and rehabilitation, building a strong legal and policy framework for biodiversity protection. During the decade between 2009 and 2019, China completed afforestation over 71.307 million hectares of land, registering the highest increase in forest resources worldwide. China is a top contributor to global green cover increase with more than a quarter of the global total between 2000 and 2017.

 

在推動國內(nèi)生物多樣性保護工作的同時，中方深度參與國際交流與合作，率先簽署和批準了《生物多樣性公約》，倡議成立“一帶一路”綠色發(fā)展國際聯(lián)盟，先后與100多個國家開展環(huán)保交流合作，實施了一大批生物多樣性合作項目，建設性推動全球生物多樣性治理。

While promoting biodiversity protection at home, China has also been deeply involved with international exchange and cooperation. It was the first to sign and ratify the Convention on Biological Diversity (CBD). It put forward the initiative of launching the Belt and Road Initiative International Green Development Coalition. It has conducted exchange and cooperation on environmental-protection with more than 100 countries, carried out a large number of cooperation projects on biodiversity, and played a constructive role in improving global governance on biodiversity.

 

聯(lián)合國將于9月30日舉辦生物多樣性峰會，習近平主席將出席會議并發(fā)表重要講話。作為《生物多樣性公約》第十五次締約方大會東道國，中國將精心籌備大會，積極分享生物多樣性保護的實踐與經(jīng)驗，在堅持公開、透明、締約方驅(qū)動原則的前提下，推動各方擴大共識、相向而行，達成既具雄心又平衡務實的“2020年后全球生物多樣性框架”，形成更加公正合理、各盡所能的生物多樣性治理體系。

At the UN Biodiversity Summit to be held on September 30, President Xi Jinping will deliver an important speech. As the host of the 15th Conference of the Parties (COP15) to the CBD, China will make thorough preparations for the event and actively share its practice and experience. China urges all parties, under the principles of fairness, transparency and parties-driven process, to broaden consensus, move in the same direction, and facilitate the adoption of an ambitious, balanced and realistic Post-2020 Global Biodiversity Framework, and move toward a more just and equitable biodiversity governance system that embodies the best efforts of all parties.

 

法新社記者：澳大利亞戰(zhàn)略政策研究所今天又發(fā)表了一份涉疆報告，稱中國政府近年來在新疆拆毀了很多清真寺。中方有何評論？

AFP: The Australian Strategic Policy Institute has released another report on Xinjiang today, which said that the Chinese government has demolished or damaged many mosques in Xinjiang in recent years. What’s China’s response to this?

 

汪文斌：我此前講過，澳大利亞戰(zhàn)略政策研究所長期接受外部勢力的資助，炮制反華謊言，受到多方質(zhì)疑，毫無學術信譽可言。今天我依然要告訴你，有關報告純屬造謠污蔑。我們多次講過，包括維吾爾族在內(nèi)的新疆各族人民的宗教信仰自由等各項權利都依法得到充分保障和切實維護。就拿新疆清真寺的數(shù)量來說，新疆擁有約2.4萬座清真寺，平均每530位穆斯林民眾就擁有1座清真寺。新疆清真寺總數(shù)是美國的十倍還要多，穆斯林民眾擁有的清真寺比例也比很多穆斯林國家都要高。

Wang Wenbin: As I’ve said, the ASPI has long been receiving funding of foreign forces to support its concoction of lies against China. Its lack of academic integrity has been questioned by many. The report you mentioned is again nothing but slanderous rumors. If we look at the numbers, there are more than 24,000 mosques in Xinjiang, which is over ten times more than in the US. It means there is a mosque for every 530 Muslims in Xinjiang, which is more mosques per capita than many Muslim countries.
