今年將推進(jìn)“反腐敗立法”

3月8日下午，十二屆全國(guó)人大三次會(huì)議舉行第二次全體會(huì)議。全國(guó)人大常委會(huì)委員長(zhǎng)張德江作全國(guó)人大常委會(huì)工作報(bào)告，特別提到2015年要加強(qiáng)重點(diǎn)領(lǐng)域立法，推進(jìn)反腐敗國(guó)家立法。

China plans to develop national legislation to fight corruption, according to a report delivered by top legislator Zhang Dejiang Sunday. The anti-graft legislation should be introduced as quickly as possible and the system of sanctions and prevention improved with the goal being a mechanism which means "officials dare not, cannot and do not want to be corrupt," according to the decision.

全國(guó)人大常委會(huì)委員長(zhǎng)張德江8日在報(bào)告中表示，我國(guó)將推進(jìn)反腐敗國(guó)家立法。報(bào)告稱，我國(guó)要盡快引進(jìn)反腐敗立法，完善懲治和預(yù)防腐敗體系，形成不敢腐、不能腐、不想腐的有效機(jī)制。

立法的英文為legislation，國(guó)家立法即national legislation，地方立法即local legislation。反腐敗立法可以用anti-graft legislation來(lái)表達(dá)。立法機(jī)關(guān)稱為legislature。中國(guó)的立法機(jī)關(guān)是全國(guó)人民代表大會(huì)及其常務(wù)委員會(huì)(The National People's Congress and its standing committee)，資本主義國(guó)家的立法機(jī)關(guān)是議會(huì)(Congress)。

除了反腐敗立法，證券法(a national security law)、反恐怖主義法(an anti-terrorism law)、境外非政府組織管理法(a law on the management of international NGOs in China)、網(wǎng)絡(luò)安全法(a cyber-security law)等都被列入今年的立法工作重點(diǎn)。

此外，明年我國(guó)還將健全民主政治立法(improve legislation on democracy)，具體包括修改選舉法(the Electoral Law for the National People's Congress and Local People's Congresses)、地方組織法(the Organic Law of the Local People's Congresses and Local People's Governments)、代表法(the Law on Deputies to the National People's Congress and Deputies to Local People's Congresses)、行政復(fù)議法(the Law on Administrative Review)等。
