在慶祝中華人民共和國(guó)成立70周年之際，國(guó)家主席習(xí)近平9月17日簽署主席令，根據(jù)十三屆全國(guó)人大常委會(huì)第十三次會(huì)議表決通過(guò)的全國(guó)人大常委會(huì)關(guān)于授予國(guó)家勛章和國(guó)家榮譽(yù)稱號(hào)的決定，授予42人國(guó)家勛章、國(guó)家榮譽(yù)稱號(hào)。

President Xi Jinping on Tuesday signed a presidential decree to award 42 Chinese and foreign individuals national medals and honorary titles, as the People's Republic of China prepares to celebrate its 70th anniversary. The conferring of the Medal of the Republic, the Friendship Medal and national honorary titles, with some to posthumous awardees, was endorsed by the National People's Congress (NPC) Standing Committee, the top legislature, at a special session on Tuesday.

自黨的十八大以來(lái)，為建立起中國(guó)特色功勛榮譽(yù)表彰體系，黨中央確立了“1+1+3”的制度建設(shè)方案。即，黨中央制定一個(gè)指導(dǎo)性文件，全國(guó)人大常委會(huì)制定一部法律，有關(guān)方面分別制定黨內(nèi)、國(guó)家、軍隊(duì)3個(gè)功勛榮譽(yù)表彰條例。2015年12月14日，中共中央政治局會(huì)議審議通過(guò)了《關(guān)于建立健全黨和國(guó)家功勛榮譽(yù)表彰制度的意見》，決定成立黨和國(guó)家功勛榮譽(yù)表彰工作委員會(huì)，負(fù)責(zé)黨和國(guó)家功勛榮譽(yù)表彰工作的統(tǒng)籌協(xié)調(diào)、政策制定和督促落實(shí)，牽頭組織有關(guān)功勛榮譽(yù)表彰的評(píng)選、頒授和典禮等工作。12月27日，十二屆全國(guó)人大常委會(huì)第十八次會(huì)議表決通過(guò)了《中華人民共和國(guó)國(guó)家勛章和國(guó)家榮譽(yù)稱號(hào)法》，該法自2016年1月1日起施行。當(dāng)前，中國(guó)確立了以“五章一簿”為主干的統(tǒng)一、規(guī)范、權(quán)威的功勛榮譽(yù)表彰制度體系。“五章”是指“共和國(guó)勛章”、“七一勛章”、“八一勛章”、“友誼勛章”以及國(guó)家榮譽(yù)稱號(hào);“一簿”是指功勛簿。

【重要講話】

牢牢把握正確方向，加強(qiáng)科學(xué)謀劃，確保功勛榮譽(yù)表彰制度有效管用、穩(wěn)定持久。要突出功績(jī)導(dǎo)向，堅(jiān)持以德為先，以功績(jī)?yōu)橹匾饬繕?biāo)準(zhǔn)，嚴(yán)格掌握標(biāo)準(zhǔn)，做到寧缺毋濫，經(jīng)得起實(shí)踐、人民、歷史檢驗(yàn)。

Scientific planning and a right direction are needed in order to ensure long-term social effects of the award system, with a focus on the virtues and achievements of winners. Standards and procedures must be strictly followed so that all the awards can stand the test of practice, people and history. We'd rather have no winner than lower the standards.
