全國知識(shí)產(chǎn)權(quán)局局長會(huì)議1月6日在北京舉行，會(huì)議指出，2019年，知識(shí)產(chǎn)權(quán)高質(zhì)量發(fā)展取得新成效，知識(shí)產(chǎn)權(quán)塑造良好營商環(huán)境和創(chuàng)新環(huán)境取得新進(jìn)展。

China has made a series of achievements over the past year to create a friendly environment for business, innovation and high-quality intellectual property development, according to a meeting of the heads of intellectual property rights (IPR) administrations on Monday in Beijing.

2019年，全國知識(shí)產(chǎn)權(quán)系統(tǒng)加快推進(jìn)知識(shí)產(chǎn)權(quán)強(qiáng)國建設(shè)，完善知識(shí)產(chǎn)權(quán)法律制度，全面加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)，大力促進(jìn)知識(shí)產(chǎn)權(quán)運(yùn)用，加快完善知識(shí)產(chǎn)權(quán)公共服務(wù)體系，加強(qiáng)知識(shí)產(chǎn)權(quán)領(lǐng)域綜合監(jiān)管，更大力度加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)國際合作，強(qiáng)化知識(shí)產(chǎn)權(quán)事業(yè)發(fā)展基礎(chǔ)等工作。

2020年是全面建成小康社會(huì)和“十三五”規(guī)劃收官之年，也是知識(shí)產(chǎn)權(quán)戰(zhàn)略綱要收官之年，還將制定完成知識(shí)產(chǎn)權(quán)強(qiáng)國戰(zhàn)略綱要，知識(shí)產(chǎn)權(quán)工作要牢牢把握穩(wěn)中求進(jìn)工作總基調(diào)，著力做好七個(gè)方面工作。一是加強(qiáng)知識(shí)產(chǎn)權(quán)頂層設(shè)計(jì)，加快制定知識(shí)產(chǎn)權(quán)強(qiáng)國戰(zhàn)略綱要，認(rèn)真做好知識(shí)產(chǎn)權(quán)“十四五”規(guī)劃，繼續(xù)完善知識(shí)產(chǎn)權(quán)法律制度。二是強(qiáng)化知識(shí)產(chǎn)權(quán)保護(hù)，高標(biāo)準(zhǔn)落實(shí)《關(guān)于強(qiáng)化知識(shí)產(chǎn)權(quán)保護(hù)的意見》。三是持續(xù)推進(jìn)知識(shí)產(chǎn)權(quán)審查提質(zhì)增效，持續(xù)提升專利、商標(biāo)審查質(zhì)量效率。四是大力促進(jìn)知識(shí)產(chǎn)權(quán)價(jià)值實(shí)現(xiàn)，健全知識(shí)產(chǎn)權(quán)運(yùn)營體系。五是提升知識(shí)產(chǎn)權(quán)公共服務(wù)能力，深入推進(jìn)知識(shí)產(chǎn)權(quán)領(lǐng)域“放管服”改革，完善知識(shí)產(chǎn)權(quán)公共服務(wù)體系，整合知識(shí)產(chǎn)權(quán)基礎(chǔ)信息資源。六是更大力度加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)國際合作，深化“一帶一路”知識(shí)產(chǎn)權(quán)國際合作，深度參與知識(shí)產(chǎn)權(quán)全球治理，完善知識(shí)產(chǎn)權(quán)國際合作格局。七是強(qiáng)化知識(shí)產(chǎn)權(quán)事業(yè)綜合保障，加強(qiáng)知識(shí)產(chǎn)權(quán)文化建設(shè)和人才培養(yǎng)。

【重要講話】

加強(qiáng)知識(shí)產(chǎn)權(quán)保護(hù)。這是完善產(chǎn)權(quán)保護(hù)制度最重要的內(nèi)容，也是提高中國經(jīng)濟(jì)競爭力最大的激勵(lì)。對此，外資企業(yè)有要求，中國企業(yè)更有要求。

We will strengthen protection of intellectual property rights (IPR). This is the centerpiece of the system for improving property rights protection, and it would provide the biggest boost to the competitiveness of the Chinese economy. Stronger IPR protection is the requirement of foreign enterprises, and even more so of Chinese enterprises.
