數(shù)字經(jīng)濟(jì)提速 我國力推15種新業(yè)態(tài)新模式

7月15日，國家發(fā)展和改革委等13部門聯(lián)合印發(fā)了《關(guān)于支持新業(yè)態(tài)新模式健康發(fā)展 激活消費(fèi)市場帶動(dòng)擴(kuò)大就業(yè)的意見》，提出支持?jǐn)?shù)字經(jīng)濟(jì)15種新業(yè)態(tài)新模式的一系列政策措施。

Nineteen measures have been identified for the development of new business models such as online education, livestreaming, e-commerce and individual business running via WeChat, according to the guideline.

意見提出19項(xiàng)舉措支持在線教育、直播、電子商務(wù)以及微商等新型商業(yè)模式發(fā)展。

新出臺(tái)的舉措重點(diǎn)支持15種新業(yè)態(tài)新模式——在線教育(online education)、互聯(lián)網(wǎng)醫(yī)療(online health services)、線上辦公(telecommuting)、數(shù)字化治理(digital governance)、產(chǎn)業(yè)平臺(tái)化發(fā)展、傳統(tǒng)企業(yè)數(shù)字化轉(zhuǎn)型(digital transformation of traditional enterprises)、“虛擬”產(chǎn)業(yè)園和產(chǎn)業(yè)集群(virtual industrial parks and clusters)、“無人經(jīng)濟(jì)”(humanless economy)、培育新個(gè)體經(jīng)濟(jì)支持自主就業(yè)(self-employment)、發(fā)展微經(jīng)濟(jì)鼓勵(lì)“副業(yè)創(chuàng)新”(innovation of side businesses)、探索多點(diǎn)執(zhí)業(yè)、共享生活、共享生產(chǎn)、生產(chǎn)資料共享及數(shù)據(jù)要素流通。

The rapid growth of digital technology has created several new business models despite the novel coronavirus outbreak and played a key role in the prevention and control of the epidemic, apart from boosting the slowing economy and stabilizing employment.

抗擊新冠肺炎疫情中，我國數(shù)字經(jīng)濟(jì)快速發(fā)展，帶動(dòng)大量新業(yè)態(tài)新模式快速涌現(xiàn)，在助力疫情防控、帶動(dòng)經(jīng)濟(jì)復(fù)蘇、支撐穩(wěn)定就業(yè)等方面發(fā)揮了不可替代的作用。

根據(jù)意見，在鼓勵(lì)發(fā)展新個(gè)體經(jīng)濟(jì)方面，主要包括以下三個(gè)方面：

意見提出，進(jìn)一步降低個(gè)體經(jīng)營者線上創(chuàng)業(yè)就業(yè)成本，提供多樣化的就業(yè)機(jī)會(huì)。

大力發(fā)展微經(jīng)濟(jì)

Efforts will be stepped up in promoting the micro economy and encouraging the innovation of side businesses, the guideline said.

大力發(fā)展微經(jīng)濟(jì)，鼓勵(lì)“副業(yè)創(chuàng)新”。

The guideline highlighted endeavors to promote employment based on diversified channels including social media, e-commerce, short-video and live-streaming platforms.

著力激發(fā)各類主體通過社交媒體、電子商務(wù)、短視頻以及直播等平臺(tái)實(shí)現(xiàn)多渠道就業(yè)。

強(qiáng)化靈活就業(yè)勞動(dòng)權(quán)益保障

More efforts are needed in exploring social security policies that can be applied to flexible employment patterns involving multiple patforms and employers.

探索適應(yīng)跨平臺(tái)、多雇主間靈活就業(yè)的權(quán)益保障、社會(huì)保障等政策。
